1 <br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />APRIL b, 2004 <br />Present: President of Council O'Grady, Council Members Dailey, Gareau, Kasler, <br />Limpert, McKay, Miller, Nashar <br />Also Present: Mayor Musial, Law Director Dubelko, Finance Director Copfer, Clerk of <br />Council Seman <br />President O'Grady called the meeting to order at 8:02 p.m. in Council Chambers, 5200 <br />Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance as led by a member of Boy Scout Troop 204. <br />The minutes of the Council meeting of March 16, 2004 were approved as written. The <br />minutes of the special Council meeting of March 24, 2004 were approved as written. <br />President O'Grady announced the following pieces of Legislation would be considered for <br />passage under suspension of the rules: second reading, 2004-48, 2004-50 and 2004-56; <br />first reading, 2004-59, 2004-62, 2004-64, 2004-65, 2004-69, 2004-70 and 2004-71. <br />REPORTS <br />Mayor Musial: 1) With regards to the library project, we are moving rapidly towards its <br />completion. As of the current time, the landscaper is installing an irrigation system. The <br />paving of the parking lot will be completed once the asphalt plant is open. Book moving <br />is scheduled to begin on April 12. The grand opening is scheduled for April 18 from 1:30 <br />p.m. until 4:30 p.m., and everyone is welcome to attend. <br />2) With regards to Claque Road north of Lorain, the resurfacing is scheduled to begin on <br />April 12. <br />3) With regazds to Springvale, again we are running into an old nemesis called "rain" and <br />we know that the golfing is out there because the one weekend that we had good weather <br />the course was crowded. <br />4) Springvale Grounds Supervisor Sean Hug has decided to go on to "greener pastures." <br />Three individuals were interviewed and a person has been hired on a provisional basis <br />subject to clearance of our employment checks. <br />5) The State of Ohio passed a concealed carry weapons taw that becomes effective April <br />8, 2004. The police have been undergoing comprehensive training to respond to <br />provisions of the statute. We will have signs posted in all city buildings with regards to <br />the prohibition against carrying concealed weapons in a public facility. <br />6) Effective Friday, April 3, 2004, Capt. Kevin Whelan is the acting Police Chief of the <br />North Olmsted Police Dept. until further notice. Chief George Ruple is away from duty <br />on medical leave. <br />7) On March 24, the Fire Department held a meeting with the residents of Vista Circle <br />involving the recent fire at a condominium in that area. They did a fantastic job, <br />including a complete photo presentation as well as investigation results so far. The <br />response of the Fire and Police Departments was very good. <br /> <br />
