Council Minutes of 4/6/2004 <br />8) The new K-9 officer Timo has arrived in this country and is currently undergoing <br />training at the police academy with his partner, Officer Anthony Periandri. <br />Mayor Musial presented a proclamation to former North Olmsted Police Chief Marion <br />Taylor in recognition of his 48 years of service in the field of law enforcement. Mr. <br />Taylor joined the North Olmsted Police Department on September 16, 1956, was <br />promoted to Chief in 1976 and served as Chief for nine years. He served in both the <br />United States Navy and the Army and is a life member of the VFW. Chief Taylor served <br />as Executive Director of the Cuyahoga County Police Chief s Association from February <br />1, 1985 urrtil his retirement on December 31, 2003. He was selected as the Cuyahoga <br />County Folice Chiefs Association Person of the Year in 1998. Over the years, Chief <br />Taylor furthered his education by attending many police-oriented schools. On behalf of <br />the entire community, Chief Taylor was congratulated and commended for his strong <br />beliefs, outstanding achievements and dedicated service to law enforcement. Chief <br />Taylor thanked the Mayor and ail present and spoke about the need for homeland <br />security. He gave recognition to American troops who are serving overseas. <br />Law Director: 1) An update on the sale of the old library building: In January, Council <br />passed legislation authorizing the sale. The school board didn't pass corresponding <br />legislation to authorize until the end of February. During the month of March, he and the <br />school board's attorney, from the firm of Squire, Sanders and Dempsey, began <br />negotiating the contract. In addition, they dealt with a release and settlement document <br />involving fuel sales in connection with the sale of the building. That has been prepared <br />and sent to the school board's attorney for review. The purchase agreemem presently <br />provides for a June 30 closing date. <br />2) March 18, he attended a Fair Housing Review Board meeting. He is working on two <br />issues for the board: First, to prepare rules and regulations to guide their proceedings. <br />Second, to get in touch with HUD regarding the irnerim referral agreement that HUD <br />had offered to the city back in the year 2000 as the new board is interested in pursuing it. <br />3) March 19, he attended a negotiations session with the city's dispatchers. <br />4) March 22, he reviewed the master plan grant contract that we received from the county <br />and provided legal advice to the city planner regarding it. <br />S) March 22, he followed-up on the meeting with the Fair Housing Review Board, and he <br />spoke with Claudia Nichols from HUD in Chicago. He followed-up with a letter asking <br />for some formal commitment from HUD as to where we stand with them. <br />6) March 23, he attended a directors' meeting at City Hall. <br />7) March 23, he provided legal advice to the Clerk of Council regarding providing notice <br />of public hearings on zoning legislation. <br />8) March 24, he attended a management meeting regarding labor negotiations. <br />9) March 26, he prepared language changes to the proposed new lease with the library. <br />This afternoon, he received an a-mail from the County Prosecutor's office representing <br />the library saying all is in order and the lease will be executed before the end of the week <br />pursuant to authorization that Council granted earlier this year. <br />10) March 26, he received an order from the Court of Appeals in the State ex rel. Musial <br />vs. City of North Olmsted case directing the respondents to file a dispositive motion in <br />the case by April 6. A dispositive motion is one, if granted, resolves the claims in the <br />case. In other words, it disposes of the matter. The Court of Appeals, on its own, issued <br />an order directing the city's side of the case to file a motion by April 6. <br />2 <br /> <br />
