Council Minutes of 4/6!2004 <br />11) Mazch 26, he learned that mediation and fact-finding had been set in the fire fighter <br />negotiations. Mediation is set for this Friday before SERB, and fact finding is set for <br />next Wednesday. <br />12) March 27, in response to a complaint that was registered at the last Council meeting, <br />he looked at the city's website and sent an e-mail to the city's Network Administrator <br />making some recommendations regarding notices of special meetings for boards and <br />commissions and the City Council. Also, that matter was discussed at the directors' <br />meeting today and is being worked on. <br />13) March 29 and 30, along with other employer and employee reps, he attended an <br />interest-based bazgaining training session, which was good training <br />14) Mazch 29, Assistant Law Director O'Malley completed his efforts to successfully <br />collect $5,981.40 that was owed to the city by a trucking company in connection with a <br />May, 2003 hazmat spill. <br />15) April 2, he prepazed and circulated to Council a summary of the changes in the <br />proposed new NOMBL collective bargaining agreement. He recommends the labor <br />contract to Council. <br />16) April 5, he attended a management meeting relating to labor negotiations. <br />17) April 6, he attended a Board of Control meeting, a directors' meeting and a <br />management meeting relating to labor negotiations. <br />18) April 6, in accordance with the Court of Appeals order, he filed a motion for <br />summary judgment in the State ex rel. Musial case. Also, he attended apre-hearing <br />conference before a staff attorney. <br />19) Late today, he did hear from the library's attorney regarding the final language in the <br />lease. He will be presenting the lease to the Mayor for execution. <br />Finance Director Copfer: 1) Wednesday, March 24, she and the Assistant Finance <br />Director attended the mandatory Ohio Treasurer's investmem seminaz. <br />2) Thursday, Mazch 25, NOCOP trustees held a meeting, which she was unable to attend. <br />At the meeting, she was named the statutory agetrt of NOCOP for the required Secretary <br />of State's paperwork which is filed from time to time. <br />3) She also attended the training session on March 29 and 30 regazding the nuts and bolts <br />of interest-based bazgaining. Management, AFSCME Service and AFSCME <br />ClericaUTechnical bargaining teams were required to attend. The facilitator was the <br />Federal Mediation and Conciliation Services, who will be with the groups throughout the <br />entire process. It was very informative, and she believes it will be a process that will <br />result in fostering solid labor/management relations. At the end of the day, there's not <br />one winner and one loser in this process. Both parties' interests will have been addressed <br />resulting in a win/win. <br />4) The Finance Dept. held a voluntary pre-bid conference on Friday, April 2, for the <br />computer purchase. Ten companies attended of the 65 companies who received the <br />RFP's. Approximately 20 city employees also attended as well. <br />Councilman Limpert, chairperson of the Intra-Governmental Relations Committee: 1) <br />The committee met on March 24. The meeting began prior to the special Council <br />meeting. Two pieces of legislation were discussed at that time and reported out at the <br />special Council meeting. The first piece of legislation authorized the termination of the <br />lease on the old library. The other piece of legislation was to enter into a new lease with <br />the Cuyahoga County Library system for the new building.
