Council Minutes of 4/6/2004 <br />• Hopes that everyone will take a close look at the regionalization issue. He believes it <br />skirts accountability of county officials to do their job and it does generate a shifting <br />of wealth from certain communities to other communities. Perhaps the problem with <br />Cleveland is that it is too big, and a regional government will make it even bigger. <br />Maybe they should go back to the old neighborhood concept, with the <br />neighborhoods-for example, Brooklyn, Westpazk, and Collinwood-managing their <br />own affairs. <br />With regazd to Mr. Lambert's comments on the refuse problem being enforced by the <br />Building Commissioner rather than the Service Director, the Law Director noted there are <br />two sepazate codes and there is some overlap. The apartment license code is enforced by <br />the Building Department. The department is short a property maintenance inspector, so <br />there aze difficulties enforcing that. It's a more draconian provision, and it would provide <br />for yanking a license and nobody could stay there. The refuse code is under the <br />jurisdiction of the Service Director. It is a little less draconian and, given the city's <br />manpower shortages and the nature of the problem, it is probably more appropriate to <br />approach the problem that way. As to the Charter Review Commission, the Council <br />does need to look at assigning the clerical functions for that commission. Chapter 109 <br />was revised before the standing Charter Review Commission was put into place, so that <br />will need to be updated. On the new carrying concealed weapons statute, the police <br />obviously can enforce the state code even in the absence of local ordinance provisions. <br />Typically, the city's codification service would pull all those things into our local code on <br />a yeazly basis. <br />Don Pangrac, 23470 Shazon Drive <br />• Inquired about the scheduled date to begin repairs on south Claque Road. Mayor <br />Musial said the city would do a temporary top coat on south Claque between I-480 <br />and Lorain Road. Service Director Driscoll said he expects asphah to become <br />available in the next week or so. He needs to be guazanteed a week of dry weather <br />for the city crews to do the work and estimates it will be done by the end of May. <br />• Asked the Mayor about the schedule of meetings for the county association of mayors <br />and managers and if the meetings were open to the public. Mayor Musial said the <br />meetings were open to the public and he would provide information as to the dates to <br />Mr. Pangrac. <br />• He is opposed to Ordinance 2004-14, the rezoning of land at Claque and Lorain <br />roads. <br />Janet Saringer, 23336 Stoneybrook Drive. <br />• Called Council's attention to the passing of a former Council member, Dolores <br />Sharpe. She was a good person and a hazd worker. <br />• Is opposed to the rezoning on Claque Road. When someone wanted to do that on <br />Fleharty or Bailey, the city fathers were opposed to it. They said, if they gave a little <br />bit, it would continue on down the street. That rezoning never transpired. She feels <br />the same way about this. It is going to be a problem because of traffic the azea is <br />already congested. She is opposed to rezoning anything from residential to retail. <br /> <br />11 <br />
