Council Minutes of 3/16/2004 <br />,.,,, banners for community organizations to be placed on poles along Lorain Road. <br />Councilman Limpert has been active over the past yeaz regazding this issue. It has been <br />held up because of liability concerns from the city's risk manager and from CEI. Also, <br />the current ordinance which permits it poses a pretty heavy liability insurance <br />requirement on the community organization for placing a banner across the road. <br />Perhaps looking in this direction to do the smaller vertical signs along the poles may take <br />care of liability issues and at the same time give the community organizations an <br />opportunity to advertise their events. <br />6) He has prepazed and served an answer this date in the case of State, ex rel. Musial <br />versus the City of North Olmsted. It will be filed with the court on Macch 17 or 18. <br />Finance Director Copfer: 1) Council and the administration aze in the final stages of the <br />budget process. <br />2) Last week advertisements were placed for the RFP for the financial software and <br />hazdwaze. The financial consultant had given her a list of about 500 companies that he <br />has dealt with that have systems that might be interested in requesting a bid. About 500 <br />notification letters were sent out, and 58 requests to obtain a copy a copy of the RFP have <br />been received. She was expecting about 30 because it's a big process to complete the <br />forms. <br />Councilman Nashaz, chairperson of the Streets & Transportation Committee: 1) The <br />committee met on March 9. Present were committee members Dailey, McKay and <br />Nashar; Council members Miller, Limpert, Kasler, Gareau, President of Council <br />O'Crrady; Mayor Musial, Service Director, City Engineer, Safety Director, Law Director, <br />Personnel Director and invited guests. Agenda items were as follows: <br />• The installation of the temporary traffic signal to be located at Stearns and I-480 <br />ramps. As the wazd Councilman for this particulaz azea, he has been pursuing this <br />matter for at least ten yeazs. There have been several accidents in the area, and a <br />couple of them were fatal. Certainly, this is a step in the right direction by putting up <br />these temporary signals. The Ohio Department of Transportation is going to install <br />these signals at both ramps at Steams and I-480. The temporary signals will be strung <br />on poles and they will be timed. When the road is completed, permanent signals with <br />metal arms will be installed. The cost to the City of North Olmsted for the temporary <br />signals will be $12,000. In addition to this, the westbound exit ramp off of I-480 at <br />Stearns will be completely replaced with safety upgrades and new piping repairs. The <br />majority of this work should be completed by September 4. <br />• Ordinance 2004-41 which creates a new Section 141.09 of the Administrative Code <br />entitled "Administrative Motor Vehicle Pool" in order to establish a motor vehicle <br />pool for the purpose of providing motor vehicles for the use by the Mayor and the city <br />directors when conducting city business. The committee had lengthy discussions <br />about the use of city vehicles. The committee is considering putting current vehicles <br />into a pool where all directors will have use of a vehicle for city business rather than <br />assigning one vehicle to an individual. The administration has been asked to submit <br />their recommendations by April 20. Ordinance 2004-41 will be held in committee <br />until after the administration's recommendations are reviewed. <br />
