Council Minutes of 3/16!2004 <br />~,,, regionalization and has as its genesis the realization that state and federal government <br />~v monies are rapidly drying up, that communities must pay for development the state or <br />federal government no longer will subsidize and that private companies don't consider <br />feasible. It truly is a long-range project and a very ambitious project. It involves a sum <br />of money some ten times greater than what the County Commissioners previously <br />proposed. <br />3) On the library project, exterior work including painting, landscaping, concrete paving, <br />striping, flag poles and other miscellaneous items will be completed as soon as the <br />weather and temperature and material availability permits. A grand opening is scheduled <br />for April 18, 2004. The festivities are going to start at one o'clock at the front entrance <br />off Butternut Ridge Road, and everyone is welcome to attend. <br />4) The resurfacing of Claque Road, north of Lorain, is scheduled to begin on April 1, <br />The county is receptive to North Oimsted's request to extend the widening from Lorain <br />Road to include a left turn onto Delmere Drive. <br />5) There remains a good deal of work to do on the Lorain Road project with regard to <br />seeding, landscaping and items of that nature. A schedule is being prepared by the <br />contractor and will be given to Service Director Driscoll, but the work should begin in <br />April <br />Councilman Nashar inquired what additional cost will the city incur with regard to the <br />Claque Road project. Mayor Musial and Service Director Driscoll agreed it would be in <br />the thirty to forty thousand dollar range. <br />Law Director Dubelko: 1) He has been busy the last two weeks providing legal advice <br />and guidance to various members of the administration and to the City Council. <br />2) He has attended a number of meetings at City Hall during the same period including <br />one Board of Control meeting today and two directors' meetings. He spent a significant <br />amount of time the past two weeks attending collective bargaining sessions with the <br />city's unions and putting together legal services related to the on-going labor negotiations <br />with our city unions. <br />3) He has received, reviewed and requested modifications of the purchase agreement <br />prepared by Squire, Sanders & Dempsey regarding the sale of the old library building. <br />The documents should be ready for the Mayor's signature within a week or so, which will <br />be in accordance with Council's authorization from Ordinance 2003-157. <br />4) Regarding the new library, he has prepared two pieces of legislation: the first <br />authorizes the lease at the old library building to be cancelled, and the second authorizes <br />a lease for the new library building. Council has indicated that it will be scheduling a <br />special Council meeting to consider that legislation on second reading after a committee <br />meeting on the same night. It is important to attempt to get this legislation adopted <br />sufficiently in advance of the move-out date of the library so that we can have enough <br />time for final preparation of the documents and exchange of documents and filing of <br />leases for record. The library is planning on moving out of the old building on April 8, so <br />by having the special Council meeting on March 24, there should be enough time to <br />execute the documents. <br />5) He sent a memorandum to city planner Kim Wenger on March 11 recommending that, <br />if her proposal for a city streetscape plan is funded, the city should consider providing for <br />2 <br />
