A
resolution authorizing the Director of Public Service to advertise for bids with an outside
contractor for the purpose of providing, on a contract basis, leaf pick-up service
throughout the City of North Olmsted, further authorizing the Mayor, upon approval of
the Board of Control, to execute a contract with the lowest and best bidder, and declaring
an emergency. Councilwoman Kasler moved for adoption. The motion was seconded by
Councilman Gareau. Councilman Nashar questioned the Mayor with regard to doing the
leaf pick-up as an in-house project. Mayor Musial said that had been extensively
discussed. The administration is interested in seeing what the contract price would be on
a bid basis. That would then be compared to what is available internally. We cannot
predict when the leaves will fall. Mrs. Copfer noted that the decision whether or not to
use our own employees has not been made. When the bids are received, an analysis will
be done to make a determination as to what is the best method. The motion for adoption
passed unanimously.
