Council Minutes of 3/16/2004 <br />Ordinance No. 2004-35 introduced by Councilman Limpert on behalf of Councilwoman <br />Kasler was given its second reading. An ordinance providing for the issuance and sale of <br />notes, in the aggegate principal amount of $400,000, in anticipation of the issuance of <br />bonds, to pay costs of acquiring and installing computers and related equipment and <br />software for financial and administrative systems management, and declaring an <br />emergency. <br />Ordinance No. 2004-36 introduced by Councilman Lirnpert on behalf of Councilwoman <br />Kasler was given its second reading. An ordinance providing for the issuance and sale of <br />$100,000 of notes, in anticipation of the issuance of bonds, to pay costs of acquiring a <br />fire pumper and other related fire apparatus and equipment, and declaring an emergency. <br />Resolution No. 2004-3? introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Director of Public Service to request proposals for art <br />coordination and procurement services for the North Olmsted library building; further, <br />authorizing the Mayor to enter into an agreement with the proposer selected in the RFP <br />process and approved by the Board of Control; and declaring an emergency. Councilman <br />Dailey moved for suspension of the rule requiring three readings and noted the legislation <br />had been through committee and was reported out this evening. The motion was <br />seconded by Councilman Nashar and passed unanimously. Councilman Dailey moved <br />for adoption. The motion was seconded by Councilman Nashar and passed unanimously. <br />Resolution No. 2004-37 adopted. <br />Ordinance No. 2004-38 introduced by Mayor Musial was given its second reading. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into a new <br />professional services agreement with Jerry Ludvik, the golf pro at the Springvale Golf <br />Course, for the period April 1, 2004 through December 31, 2004, and declaring an <br />emergency. Councilman Dailey moved for suspension of the rule requiring three <br />readings and noted the legislation had been through committee and was reported out this <br />evening. The motion was seconded by Councilman Gareau and passed unanimously. <br />Dennis Lambert, 25057 Carey Lane, asked what value having a golf pro brings to the <br />community. Mayor Musial said having a golf pro on the premises attracts golfers-not <br />only bad golfers but good golfers. The good golfers do come to locations that have golf <br />pros to get and take lessons. By so doing, they also participate in playing golf. Mr. <br />Nashar said he is aware that Mr. Ludvik does have an extensive list of golfers signing up <br />for lessons each week. Mr. Limpert noted that the golf pro, in addition to giving lessons, <br />has additional duties such as helping with golf outings. Mr. Miller noted that the small <br />amount paid to the golf pro is probably exceeded by the amount of people taking lessons <br />and just spending money at the course whether it be for golf, in the pro shop or in the <br />restaurant. He too had questioned the need for a golf pro. But, after looking into what <br />services are provided, he is very comfortable that, not only is it justifiable, it's money <br />well spent. Mr. Gareau noted that Mr. Ludvik is paid $3,500. Mr. Lambert said he was <br />convinced that Council had studied this issue well and understood why it was being voted <br />on under emergency.
