He <br />-+-' was pleased to provide the City of North Olmsted a check for $2,000 from the North <br />Olmsted Foundation as a partner to provide seed money for those homeowners who are <br />having difficult financial times. <br />4) On February 26, he attended a suburban Council of Governments meeting, which is a <br />sub-council of the Mayors and Managers' Council. The program was a presentation by <br />the Northeast Ohio Regional Sewer District. Although North Olmsted is not part of that <br />district, some interesting information was given. The NORSD rates are projected to <br />increase to a level of $56 to $59 per MCF by the year 2013. In North Olmsted, we <br />passed an ordinance in 1995 which had a fee of $36.32 per MCF. Originally that rate <br />was supposed to last through the year 2000. Through the fine efforts of the staff of the <br />Wastewater Treatment Plant, we are still at that level. At this particular point of time, we <br />are not looking at any increase in sewer rates for the near future. The good news is North <br />Olmsted is going to be substantially below those individuals who are in the Northeast <br />Ohio Regional Sewer District. <br />5) An update on boards and commissions: The Board of Building Code Appeals with <br />five members is full. The Board of Zoning Appeals with five members and there is <br />currently a vacancy. He has a prospect for that vacancy. Civil Service Commission with <br />three members is full. The Fair Housing Review Board is now full. Planning <br />Commission is now full, but there is a nomination of Thomas Hreha that is still in limbo <br />waiting a vote by Council. Landmarks Commission will be full with the nominations of <br />two people who meet the federal regulations: an architect, Donald Rerko, and a planner, <br />Tom Schock. There were four holdover candidates for three vacancies. It was a difficult <br />choice as all four individuals are good candidates with equal capabilities-Paul Barker, <br />Tom Dubowski, Betty Lord and Maryellen Davis. He made his selection of Paul Barker, <br />Betty Lord and Maryellen Davis on the basis of tenure on the Landmarks Commission. <br />The Cultural Activities Commission is full. Architectural Review Board with five <br />members and there are two vacancies. <br />6) Springvale will have a fish fiy every Friday. They have an excellent menu and there is <br />an early bird senior special from 4 to 5 p.m. for $6.95. <br /> <br />Noting the generous donation of $2,000 from the North Olmsted Foundation, <br />Councilman Gareau asked the Mayor for an update on the fund. Mayor Musial explained <br />the principal balance right now has grown to $74,000. There were no fundraisers held <br />last year, nor is one being considered for this year due to some difficulties, which will <br />mean a loss of about $10,000. However, because of the growth in the stock market, it is <br />on schedule. <br />Law Director Dubelko: 1) Two unions, police officers and corrections officers, have <br />settled with the city, and it appears that the fire fighters are on their way to fact finding. <br />The efforts of the city's management team and collective bargaining agreements the past <br />month have been with NOMBL employees and the dispatchers. Several meetings have <br />been held, and the next meeting with dispatchers will be on March 11. If Council would <br />like an update on any of the negotiations, he would be happy to address it in executive <br />session. <br />2 <br />
