Council Minutes of 3/3/2004 <br />2) On February 19, he attended a meeting of the Fair Housing Review Board. It was a <br />very good meeting with a lot of good information exchanged. A representative from the <br />Shaker Hts. Fair Housing Review Board gave a presentation. One of the first good things <br />to come out of it was the legislation being considered tonight sponsored by Councilman <br />Gareau to recognize April as Fair Housing Month. <br />2) On February 24 and March 3, he attended Board of Control meetings and directors' <br />meetings. <br />Finance Director Copfer: 1) For clarification, the appropriations ordinance has not been <br />amended although the committee has recommended things along the way while going <br />through the budget process. The ordinance that is on second reading is still the original <br />ordinance. After Saturday's budget meeting, she will go through the changes that <br />Council has made and hopes to have the amended legislation out to Council next week <br />before the vote is taken at the next Council meeting. <br />Councilman McKay, chairperson of the Environmental Cornrol Committee: 1) The <br />committee met on Tuesday, February 24. In attendance were committee members <br />Dailey, Nashar and McKay; Council members Miller, Gareau, Kasler and Limpert; <br />Mayor Musial, Law Director Dubelko, Service Director Driscoll, Personnel Director <br />Farver, Safety Director Jesse, Wastewater Treatment Plant Superintendent Nichols, Bus <br />Line Manager Terbrack, Forester Wendell and guests. The following was discussed: <br />• Resolution 2004-28, a resolution authorizing the Director of Public Service to <br />advertise for bids with an outside contractor for the purpose of providing, on a <br />contract basis, leaf pick-up service throughout the City of North Olmsted, further <br />authorizing the Mayor, upon approval of the Board of Control, to execute a cornract <br />with the lowest and best bidder and declaring an emergency. Councilman Miller <br />questioned the terms and the methodology of the new leaf contract. Mr. Driscoll <br />stated he will be comparing the new RFP's on a one year or possibly three year <br />contract, with the possibility that the leaf deposit station at Bradley Road be cleaned <br />by the contractor for the end of the year so there would be place for the new leaves in <br />the coming year. Also, there is the possibility of the city doing the leaf pick-up in- <br />house. Mr. Nashar questioned what equipmern and labor the city would need. Mr. <br />Driscoll replied they would need three leaf boxes, three trucks (which we already <br />have), three seasonal employees and two regular employees. The only problem that <br />he can see in the future was, if an early snow comes, overtime will be necessary. <br />Last year the leaf pick-up cost was $175,000. After the first year, the city should <br />show a savings. Most in-house projects save the city money. The committee <br />recommended approval. <br />Councilman Nashar, chairperson of the Streets & Transportation Committee: 1) The <br />committee met on February 24. Present were committee members Dailey, McKay and <br />Nashar; Council members Miller, Limpert, Gareau, Kasler; directors Driscoll, Farver, <br />Jesse, Dubelko, Mayor Musial and guests.
