Council Minutes of 3/3/2004 <br />• Ordinance 2003-22, sponsored by Council Members Gareau, Miller, Nashar, Dailey, <br />McKay and Kasler. This ordinance amends Section 161.06 of the Administrative <br />Code entitled "Vehicle Mileage Allowance" so as to establish a new city policy <br />regarding the use of city vehicles and private vehicles by city employees for official <br />use and business and declaring an emergency. This ordinance has been on hold for <br />over a year. It was discussed at length during the January 27 committee meeting, at <br />which time the Personnel Director was asked to provide recommendations and <br />proposals about the use of city vehicles which could be used in implementing this <br />legislation. After reviewing the recommendations at the meeting of February 24, it <br />was determined that this ordinance could possibly affect only one city employee who <br />is using a vehicle and does drive it home at night. With that in mind, the committee <br />recommended tabling Ordinance 2003-22, but will review the city vehicle policy <br />when replacements for city vehicles are requested in the future. <br />Councilman Limpert, chairperson of the Intra-Governmental Relations Committee: 1) <br />The committee met on February 24. Present were committee members Kasler, Miller and <br />Limpert as well as Councilpersons McKay, Nashar, Dailey and Gareau; Mayor Musial, <br />Law Director Dubelko, Planning Director Wenger and Landmarks Commission member <br />Paul Barker. The purpose of the meeting was to interview Mr. Paul Schumann for the <br />Landmarks Commission. Mr. Schumann has appeared before the commission several <br />times for improvements to his own property at the corner of Butternut Ridge and Revere. <br />He owns a number of older properties on the west side of Cuyahoga County and has <br />historically restored many of them. Mr. Barker told the committee how much the <br />commission is looking forward to having Mr. Schumann as a member. The committee <br />unanimously approved Mr. Schumann for membership on the Landmarks Commission. <br />Councilman Limpert moved that Council approve the Mayor's appointment of Mr. Paul <br />Schumann to the Landmarks Commission for the term of January 1, 2004 through <br />December 31, 2005. The motion was seconded by Councilman Miller and passed <br />unanimously. <br />2} Councilman Limpert moved that Council approve the Mayor's reappointment of Paul <br />Barker, Maryellen Davis and Betty Lord to the Landmarks Commission for the term of <br />January 1, 2003 through December 31, 2004. (These individuals are carryovers, hence <br />the 2003 term.) The motion was seconded by Councilman Miller and passed <br />unanimously. <br />3) Councilman Limpert moved that Council approve the Mayor's reappointment of Frank <br />O'Dell, Art Boessneck and Barbara Strnad to the Human Resources Advisory Board for <br />the term of January 1, 2004 through December 31, 2008. The motion was seconded by <br />Councilman Gareau and passed unanimously. <br />Councilman Miller, chairperson of the Public Safety Committee: 1) The committee was <br />scheduled to meet this evening at 7:25 to discuss a liquor permit transfer. However, Mrs. <br />Kasler, the second member of the committee, was absent and Mr. Gareau, the third and <br />final member of the committee, represents one of the parties and was unable to <br />participate in discussion. Due to that situation, Councilman Miller made a motion to <br />remove the liquor transfer from R. Molnar Bar Inc. (DBA Dugans Pub) to ICOB LLP, <br />` (DBA Dugans Pub) from the Safety Committee and put it forth for a vote. The motion <br />4 <br />
