- MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />THURSDAY, FEBRUARY 26, 2004 <br />Present: President of Council O'Grady, Council Members Dailey, Gareau, Kasler, <br />Limpert, McKay, Miller, Nashar <br />Also Present: Mayor Musial, Law Director Dubelko, Finance Director Copfer, Clerk of <br />Council Seman <br />President of Council O'Grady called the meeting to order at 6:08 p.m. <br />Councilman Gareau made a motion to amend the agenda to include a BZD Committee <br />report. The motion was seconded by Councilman McKay and passed unanimously. <br />REPORT <br />Councilman Gareau, chairperson of the Building, Zoning and Development Committee: <br />1) The committee met on Tuesday, February 24. One of the items discussed was <br />Ordinance No. 2003-144. After a discussion and input from resident Mr. Jim Burns, <br />Planning Director Wenger and Director of Law Dubelko, a recommendation for approval <br />was made with two amendments. The amendments would include a restriction to <br />anywhere where the Director of Planning was given the authority to review a submittal to <br />the City of North Olmsted, that the review process by the Building Department and the <br />Planning Director for the 30-day window would be a concurrent review process. That <br />would then reduce the time involved in reviewing the submittals themselves. Also, there <br />was an amendment that would clarify and delineate when the discretion of the Director of <br />Planning would be able to utilize outside services in the plan review process. With those <br />two amendments made, the committee unanimously recommended approval. Therefore, <br />this evening, Ordinance 2003-144 will be on second reading as amended. <br />Councilman Gareau made a motion to amend the language of Ordinance 2003-144 to <br />include "as amended" in the designation of the legislation. The motion was seconded by <br />Councilman McKay and passed unanimously. Ordinance 2003-144 was amended. <br />LEGISLATION <br />Ordinance No. 2003-144 introduced by Councilman Gareau was given its second reading <br />as amended. An ordinance amending Sections 1126.03 and 1126.04 of Chapter 1126 of <br />the Planning and Zoning Code entitled "Commercial and Other Building Permits," to <br />provide for the Director of Planning to review development plans, as amended. <br /> <br />
