,.~
Special Council Minutes of 2/26/2004
Resolution No. 2004-30 was introduced and placed on first reading by Mayor Musial. A
resolution approving of and authorizing the Mayor to enter into a collective bargaining
agreement with the Fraternal Order of Police/Ohio Labor Council for the officers and
patrolmen of the North Olmsted Police Department, for the period January 1, 2004
through December 31, 2006 and declaring an emergency. Councilman Miller moved for
suspension of the rules requiring three readings and committee review and remarked that
Council had an opportunity to go into executive session but it was found not to be
necessary. The motion was seconded by Councilman Gareau and passed unanimously.
As the legislation was being passed under suspension of the rules, President O'Grady
invited audience participation. Police Chief Ruple came forward and said this
negotiation as led by Mr. Dubelko was probably one of the best for the Police
Department. He appreciates Council's support. The Police Department appreciates the
support of the city, the Mayor and Council as far as negotiations, equipment and budget.
Thank you. Councilman Miller moved for adoption. The motion was seconded by
Councilman Gareau and passed unanimously. Resolution No. 2004-30 adopted.
Resolution No. 2004-31 was introduced and placed on first reading by Mayor Musial. A
resolution approving of and authorizing the Mayor to enter into a collective bargaining
agreement with the Fraternal Order of Police/Ohio Labor Council for the corrections
officers of the North Olmsted Police Department, for the period January 1, 2004 through
December 31, 2006 and declaring an emergency. Councilwoman Kasler moved for
suspension of the rules requiring three readings and committee review and noted Council
had the opportunity to review the subject of this ordinance in executive session, but it had
not been required. The motion was seconded by Councilman Gareau and passed
unanimously. As the legislation was being passed under suspension of the rules,
President O'Grady invited audience participation. Police Chief Ruple came forward to
again thank members of Council, the Mayor, the Finance Director and the Law Director
for how simple this negotiation process was. The negotiating committee headed by Mr.
Dubelko worked this out pretty easily. On behalf of the correction officers, thank you.
Councilwoman Kasler moved for adoption. The motion was seconded by Councilman
Gareau and passed unanimously. Resolution No. 2004-31 adopted.
With the agenda being completed, President of Council O'Grady adjourned the meeting
at 6:16 p.m.
-~c:.~
L.
