The committee unanimously recommended approval of the legislation. <br />2) I}iscussion of the potential installation of an underground watering system for the <br />soccer fields at BartonBradley. As Council's representative to the Recreation <br />Commission, Mr. Miller reported out on this topic at the last Council meeting. The <br />discussion was the same as that which took place in Mr. Miller's report. Talks then <br />proceeded to the costs for the installation and upkeep of the system. Representatives of <br />the North Olmsted Soccer Organization advised that NOSO would pay for the watering <br />this year and for as long as they can afford to do so. Committee was then advised that the <br />cost of the installation, approximately $35,000, would be borne by the city. This was a <br />rough estimate from the Engineering Department based on similar type installations that <br />have been recently done by the city. Talks moved to the urgency of this decision to be <br />made that evening. The committee was advised that, while the decision was not <br />necessary that evening, a decision was needed by mid-March so as to secure a soccer <br />clinic for the fields later this year. The committee members and all Council members in <br />attendance agreed that, rather than rush to a decision that evening, they would like to wait <br />until the 2004 budget was before Council in order to see where the money was to come <br />from to pay for the installation of the watering system. Rather than have the committee <br />meeting become a Finance Committee meeting, discussion ended until Council would <br />have the opportunity to review the entire budget and factor in all the needs of the city <br />from road repair to more pressing needs of the Recreation Department. <br />Councilman McKay, member of the Building, Zoning and Development Committee <br />reported on behalf of chairperson Gareau: 1) The BZD Committee met on Tuesday, <br />February 10. In attendance were committee members McKay and Limpert; Council <br />members Dailey and Nashar and President of Council O'Crrady; Law Director Dubelko, <br />Planning Director Wenger, Human Resources Director Copeland and guests. Agenda <br />items were as follows: <br />• Ordinance 2003-148, an ordinance amending Chapter 1139 of the Planning and <br />Zoning Code entitled "Building Districts" in order to permit the installation of shade <br />trees within the right of way, specifically amending Section 1139.10. Planning <br />Director Wenger opened the meeting by stating that the city needs a streetscape plan <br />to address all the commercial corridors in the city, such as but not limited to, Lorain <br />Road, Brookpark Road and Butternut Ridge Road. A landscape architect should be <br />consulted to develop a plan to define the regulations for the trees such as the size, <br />kind, number and also brickscape and any other items that are needed. Ms. Wenger <br />believes that the plan could be developed in a relatively short time, and this would <br />require developers to maintain a constant approach when developing the city. Also, <br />grants should be applied for as a way of funding. Ms. Wenger believes that the plan <br />should be developed by a landscape architect with the input of the Planning <br />Commission, Architectural Review Board and those as minimum input. Mr. Burns <br />(guest) brought forth three questions: Who will provide the expense for the trees; <br />who will pay for their upkeep; is it legal to require a developer to place something in <br />the city right-of--way? The committee voted to hold this issue in committee for the <br />streetscape plan to be developed. <br />7 <br />
