Council Minutes of 2/3/2004 <br />Dennis Lambert, 25057 Carey Lane. <br />• He does not agree with the concept of attaching an officer's salary with his <br />productivity. STOP was a balance to get officers on the street. Other cities have their <br />own places to catch people. The square mileage is much higher in our city than <br />Rocky River, for example. <br />• Regarding Mr. Dial's comment, he knew the meeting with CEI was going to be soon <br />as Mr. Driscoll told him. It is a very delicate situation. The city should get the Law <br />Director involved now-CEI has many attorneys to do anything they want. <br />Negotiation is the best way. Half the plant is getting the voltage from CEI at no cost, <br />but not the other part of the plant. The Law Director could look into the utility's <br />requirement to provide proper voltage-find out their obligations and potential <br />responsibility. Do we need one large transformer or five small ones? <br />Law Director Dubelko said a lot of issues are circulating the city and it is difficult to have <br />input into all of them. The department has limited resources. He is dependent upon the <br />administration and Council to come to him with issues. There has to be judicious use of <br />the Law Department. He does keep himself very involved. <br />Ron Koch, 5972 Barton Road <br />• Kudos to the city for the work on Lorain Road. However, the entrance ramp to I-480 <br />at Stearns is difficult. <br />• Regarding the NOSO issue, he has lived on Barton Road adjacent to the property for <br />18 years. It is a nice feature to have the green space, and he tolerates all the soccer <br />activity. <br />• Also, he is the director of fields for NOSO. About the cost of the water line, Brad <br />Friedel will pay for the cost of the water through the middle of June. NO5O will <br />closely monitor the watering of the fields. Sprinklers will not be turned on unless <br />someone is there. <br />Jim Burns, 3978 Dover Center Road <br />• Asked why there wasn't a name in Ordinance 2004-2. Legislation shouldn't get this <br />far without a name. <br />The Clerk noted that Council was planning to table Ordinance 2004-2. Councilwoman <br />Kasler said that Council had objected to this, and the committee voted 2-1 to not approve. <br />Don Pangrac, 23470 Sharon Drive <br />• The Law Department should be the gatekeeper of this and should not pass it on if it is <br />missing pieces. <br />Law Director Dubelko said he does that, but this was presented as an emergency. <br />Safety Director Jesse said he takes responsibility for the legislative request. An employee <br />was leaving (Data Processing Commissioner), and that could present a problem. In the <br />interim, a purchase order system has been introduced.
