Council Minutes of 2/3/2004 <br />more committee meeting before February 17 to discuss what the committee believed <br />would be the best possible team of strengths and weaknesses. However, it was the <br />desire of the majority to simply have aCommittee-of--the-Whole at 7;15 p.m. on <br />February 17. Each member of Council will write down their four choices. The top <br />four vote-getters will be appointed to the commission. Applications will still be <br />accepted until the end of this week. <br />• The committee completed the discussion of Ordinance 2004-4, an ordinance to repeal <br />Ordinance 92-151 which would in effect abolish the Division of Electronic Data <br />Processing, the positions of Commissioner and Network Specialist and create a new <br />position of Electronic Data Processing Technician. The committee decided to change <br />the title of the new position to Network Administrator. The committee requested that <br />the legislation be amended to reflect that and also that the individual be placed under <br />the direction of the Personnel & Administrative Director rather than the Finance <br />Director. <br />Councilwoman Kasler made a friendly amendment to Councilman Limpert's report with <br />regard to the assignment of Ordinance 2004-4 to committee. She did raise the issue of <br />whether or not it should be in Intra-Governmental or Finance, but she then asked that no <br />changes be made and the discussion not continue in the absence of the President of <br />Council who makes that decision as to placement in committee. She did not think it was <br />appropriate to reassign anything without the President of Council being present. <br />Councilman Limpert agreed to the amendment. <br />Councilwoman Kasler, chairperson of the Finance Committee: 1) The meeting of the <br />Finance Committee was held on January 27. Present were chairperson Kasler, members <br />Gareau and Limpert; Councilmen Nashar, Miller, Dailey; the Mayor, directors of <br />Finance, Safety and Personnel, the Fire Chief and the City Engineer. Agenda items were <br />as follows: <br />• Ordinance 2004-5, an ordinance establishing the rates of compensation for the newly <br />created position of Electronic Data Processing Technician, or otherwise re- <br />establishing those rates for various administrative and legislative personnel for 2004 <br />and 2005. First, an amendment was made to change the title in the ordinance to <br />Network Administrator and to entitle the department Information Systems. The <br />annual salary proposed would change the range within the present ordinance from <br />$16,125-$35,446 to an appropriate figure. The Finance and Personnel directors <br />discussed some possibilities based on similar positions in other cities. The present <br />assistant who will now be filling the new position is making $30,900. It was <br />recommended that he receive some raise for the increased responsibilities, but starting <br />him still at the lower end of the new range, with a 6-month review of performance. <br />He will be Microsoft Certified, which is a one-year process, and he will be certified <br />within the next 6 months. (As Chairperson Kasler was called away from the <br />committee meeting and Councilman Gareau took over as chair, she requested that <br />Councilman Gareau complete the committee report.) <br />5 <br />
