Council Minutes of 2/3/2(104 <br />Councilman Gareau completed the Finance Committee report: <br />• Discussion continued on Ordinance 2004-5 with Mrs. Copfer suggesting that there <br />should be a modification of the salary range for the individual who currently <br />possesses the only position staffed within the computer division. The salary range is <br />currently between $16,125 and $35,446. It is anticipated that he will ascend from his <br />current position into the newly created position. Mrs. Copfer aptly summed it up and <br />questioned whether the new position commanded a range increase given the increase <br />in responsibilities and duties. She suggested a salary range of between $35,000 and <br />$50,000, which was not agreed to at that point. Mr. Limpert made a recommendation <br />that the bottom range be $31,000. Mr. Miller suggested a more modest top range <br />figure with a concern that, in the event the position goes unfilled for a period of time, <br />often money will accumulate and an individual can be hired at a higher rate of <br />compensation than Council initially would have agreed upon. He suggested a range <br />of $31,000 to perhaps $36,000. Mrs. Copfer again suggested a lower range with the <br />Mayor finally chiming in at $33,000 to $45,000. Mr. Jesse made a good point that we <br />should keep in mind that the experience of the individual currently holding the <br />position is a valuable asset to the city-he "knows where the wires are." In the past, <br />when individuals with experience and knowledge leave the city, it has a very <br />significant impact on our operations. Mrs. Farver indicated she had contacted <br />Westlake because they have done a salary range survey to find out what network <br />administrators were being compensated in other communities. It was a wide range. <br />They found a low of approximately $41,000 and even a high of $87,000 in Shaker <br />Heights. Mr. Gareau suggested a range of $33,000 to $45,000, and that range was <br />recommended by the committee. <br />• Ordinance 2004-8, which is an ordinance authorizing the Director of Finance to <br />request proposals from Information System consultants to provide computer services <br />for the City of North Olmsted, further authorizing the Mayor to enter into an <br />agreement with the computer consultant selected in the IZFP process and declaring an <br />emergency. The Personnel Director indicated that she felt that most services could be <br />accomplished through a purchase order system as opposed to outsourcing. Mrs. <br />Copfer confirmed that this is in fact what we've been doing in the past when we have <br />situations come about. She has the authority to enter into such service agreements <br />through purchase orders as opposed to exclusive contracts. She said that we may find <br />ourselves to be in a bit of a spot if we go looking for a, "one-stop guru," meaning one <br />individual who might be able to meet all of our computer outsourcing needs. She <br />pointed out that our current computer division also works with telephones. We also <br />work with the cable system, so one individual company or person may not be able to <br />meet all of our needs. Mrs. Copfer also discussed the subject of maintenance support <br />contracts. It may be more efficient for us to actually use software maintenance <br />support contracts for some of our various operating systems than to enter into a one <br />sole provider for purposes of computer needs. Mrs. Farver acknowledged there is a <br />concern as to whether we can accomplish this at a lower cost by using maintenance <br />agreements. She has asked our individual on staff to prepare a list of needs and how <br />to better meet them. Since the Finance Director, Personnel Director and Mayor <br />would be addressing how to proceed in the very near future, it was the consensus of <br />~. the committee to hold the matter in committee pending some information to be <br />6 <br />
