Council Minutes of 2/3/2004 <br />received from the administration. Mr. Miller asked how the outsourcing would be <br />~` different. The Fire Chief suggested that, if we were to use an outsourcing system, he <br />confirmed that the a la carte system that we would have to go with may not be the <br />most efficient way to address all of our needs. He concurred with the administration <br />in asking that the matter be held in committee for further review. <br />Councilman Miller, Council's representative to the Recreation Commission: 1) The <br />commission met last evening at the Recreation Center. Agenda items included: <br />A presentation by NOSO on behalf of Premier Soccer Academies in conjunction with <br />the Ohio Youth Soccer Organization, northern division. NOSO has been approached <br />by Premier Soccer Academies, represented by Brad Friedel, former Bay Village <br />resident and well-known, world-wide soccer star, who would like to put on a two- <br />week soccer camp in June at the BartonBradley fields. In order to accomplish this <br />and to play at the level at which some of these athletes are accustomed, it's their wish <br />that the city join in with them to put in a water sprinkling system. The camp would <br />involve two different sessions: one, a youth camp that would be open application, <br />and North Olmsted residents would have a priority in placement in the camp; two, a <br />camp involving approximately 150 athletes, primarily form northeastern Ohio. There <br />is a possibility that some athletes from California may attend as one of the coaches is <br />from California. At last year's camp held in Oberlin, there were some international <br />students. Rooms have tentatively been booked at the Radisson Hotel, and they will <br />be needing a relatively quick response from the city as to whether or not we will be <br />interested in bearing the burden of the cost of installation of water lines for the back <br />four fields, numbers 4, 5, 6, and 7. Cost was a concern, and the Service Director was <br />asked for an estimate. He estimated the cost to be $25,000 to $35,000. One side <br />benefit would be that a water fountain would be included in the playground area. All <br />operations would be supplied by this organization and manned and utilized by the <br />NOSO representatives in watering the field. They would bring in the field manager <br />from England, to prepaze and upgrade the fields-possibly some top-seeding, <br />possibly some sand. Shortly after the camps end, the NOSO Cup Tournament will be <br />held. Hopefully, the enhanced quality of the fields will draw a larger number of <br />teams to this tournament. The water bill would be paid for by NOSO, and they have <br />verbally made a "long-term" commitment to bear the burden of the watering costs. <br />The fields belong to North Olmsted, and anything that is done to those fields has to be <br />done with the consent and coordination of our Parks and Recreation Department <br />through Mr. Jesse as Safety Director and working with the various departments to <br />include the Law Department and the Service Department. Discussion was held as to <br />whether or not the city could undertake the cost or the responsibility of placing these <br />underground water lines, get them done on time and get them done in-house. <br />Councilman Dailey has agreed to schedule a Recreation Committee meeting on this <br />issue in light of the fact that time will be a real crunch in order to get this done where <br />it could be up and operating and have the proper effect by mid-June. It should be <br />clear, however, there is no commitment at this time on behalf of the city from the <br />Recreation Commission to NOSO that this project will be done. It is under <br />consideration and will be addressed by Council through the Recreation Committee. <br />7 <br />
