Council Minutes of 1/20/2004 <br />facility. The term of this agreement will end December 31, 2004. The cost is $26.15 <br />per wet ton, which is the same as last year. The committee recommended approval. <br />• Ordinance 2003-182, an ordinance authorizing the Mayor upon the review and <br />approval of the Board of Control to enter into asole-source and direct purchase <br />agreement with Harrington Electric Company for the acquisition of a 750 KVA <br />mineral filled transformer for the Wastewater Treatment Plant without public bidding <br />and declaring an emergency. The city has entered into negotiations with Harrington <br />Electric for the transformer. Hamngton is the sole supplier of this particular <br />transformer as well as the products to install. The present transformer is leaking <br />PCB's and that makes it necessary for replacement to avoid problems with the EPA. <br />Suggestions were made to contact CEI to see if they would pay for the replacement <br />and have an electrical engineer review the plant to explore the possibility of updates. <br />The suggestions were forwarded to the Service Director, and that piece of legislation <br />has been removed from the agenda this evening. Councilman Miller commented that <br />he did not believe the unit was leaking PCB's. It could be internal lubricating fluids, <br />but there was no determination. Mr. McKay answered that he spoke with the plant <br />superintendent after the committee meeting, and he mentioned PCB's. <br />Councilman Nashar, Council's representative to the Landmarks Commission: 1) He <br />attended the Landmarks Commission meeting on January 12. <br />• One item discussed that evening was the cost to relocate the former Rebecca's <br />building. For the transportation costs alone two figures were quoted, a low f gore of <br />$55,821 and a high figure of $64,328, Some committee members felt the cost could <br />possibly go as high as $80,000. Also, the Landmarks Commission sent a letter to <br />Halleen Chevrolet requesting that the proposed Rebecca's building remain at the <br />present site and asking the owner to consider utilizing the building on that site rather <br />than destroying the building. There have been several proposals to relocate the <br />building. One recommendation by the commission was to move the building into the <br />park. The relocation costs would be quite high. The commission also requested that <br />the Mayor send a letter to Halleen requesting the owner reconsider use of the <br />building. <br />• The commission discussed its 2004 budget and is requesting approximately $7,600. <br />The largest expense would be for the Heritage Home Loan Frograrn that the <br />commission feels would be beneficial to help generate funds for the -city, grants and <br />other special needs. The commission would also like to purchase a special digital <br />camera with an anticipated cost just under $1,000. <br />Councilman Limpert, chairperson of the Intra-Governmental Relations Committee: 1) <br />The committee met on January 13. Present were committee members Kasler, Miller and <br />chairman Limpert; Council members Dailey, Nashar, McKay, Gareau and Council <br />President O'Grady; Law Director Dubelko, Safety Director Jesse, Personnel Director <br />Farver, and Finance Director Copfer. Agenda items were as follows: <br />• The reappointment of Julianne Nader to the Architectural Review Board for the term <br />of January 1, 2004 to December 31, 2005, which the committee approved <br />5 <br />
