It will require suspension of the rule due to the expiration date and was not <br />presented to City Council earlier due to the pending sale of the old library and the <br />pending possibility of the Law Department relocating to that facility. <br />Councilman Limpert, member of the Finance Committee, gave a minority report: 1) It <br />was to his understanding that Ordinance 2004-2 would be of no cost to the city. It <br />seemed prudent to have aback-up plan should something like a major server go out. Due <br />to the fact that it didn't cost anything and it was an alternative plan, he felt it should go <br />forward. <br />Councilman Miller, chairperson of the Public Safety, Health & Welfare Committee: 1) <br />The committee met on January 13. In attendance were all committee members, Fire <br />Chief Klecan, Police Chief Ruple, Safety Director Jesse, Personnel & Administrative <br />Director Farver and Law Director Dubelko. Agenda items were as follows: <br />• An informational session regarding regional central dispatch. No action was going to <br />be required by Council, rather this was just an update on the idea or the concept of <br />central dispatch. It should be noted that the cities involved at this point under <br />consideration, though not necessarily committed, are North Olmsted, Westlake, Bay <br />Village, Rocky River and Fairview Park. Lakewood has declined at this point to join <br />in. This dispatch system would involve the Fire and EMS systems only, it would not <br />include the Police Department. Issues were wide-ranging in their discussion as to <br />location. Location would be at St. John Westshore Hospital. Other participants may <br />involve the Cleveland Clinic. Other cities that may be involved include North <br />Ridgeville, Avon, and Avon Lake. The concern that was expressed by Council <br />members, as well as the presenters, was who would these dispatchers be working for? <br />How would we negotiate with unions? Who would be their supervisors and the <br />payment procedures? There were quite a few questions that are still unanswered. <br />Benefits were condensing of equipment, personnel and response time. It was pointed <br />out that in North Olmsted we have probably one of the better systems in that the <br />police, fire and EMS dispatchers are together-a central dispatch of our own. The <br />response time here in North Olmsted is immediate. Particularly in cases of <br />emergencies, there is no lost time in transferring calls. The information presented by <br />both chiefs was appreciated, and the committee will continue to get updates. <br />• Personnel issues regarding two fire fighters. The committee went into executive <br />session, with the committee agreeing to two motions which will be made by Mr. <br />Gareau at this time. Councilman Gareau made a motion to discontinue paid benefits <br />for fire fighter Ron Sermak effective December 20, 2003, which benefits were <br />previously extended to a date preceding that by a former vote of Council. Law <br />Director Dubelko asked for clarification as Chief Klecan inquired as to whether it was <br />Council's intent that the benefits would discontinue on January 20 or January 19. <br />Councilman Gareau stated it was his understanding that the last day be January 19. <br />The motion was seconded by Councilman Nashar and passed unanimously. <br />Councilman Gareau made a motion to extend benefts up to January 5, 2004 for fire <br />fighter Mark Kraszewski who was injured on the job.
