Council Minutes of 1/20/2(M14 <br />• A liquor permit transfer to Aoeshi Corporation, located in a restaurant in the plaza <br />behind Dairy Queen and next to Drug Mart, to the Ground Round location. The <br />liquor permit was in safekeeping. The licenses to be transferred are a Dl, D2, D3, <br />D3A and D6. Council was advised that there was a misdemeanor issue involving the <br />participants; however, that does not interfere with the eligibility of the applicants to <br />have this liquor license. Based on the report from the Police Dept., the committee did <br />not object to the liquor license transfer. (D1 is beer only for on-premises <br />consumption in sealed containers for carry-out until 1 a.m.; D2 is wine and certain <br />pre-packaged mixed drinks far on-premises consumption and in sealed containers for <br />carry-out until 1 a.m.; D3 is spirituous liquor for on-premises consumption only until <br />1 a.m.; D3A is extension of issued permit privilege until 2:30 a.m.; D6 is sales of <br />intoxicating liquor on Sundays between the hours of 9 p.m. and midnight.) <br />Councilman Miller moved that Council have no objection to the liquor permit <br />transfer. Councilman Gareau seconded the motion and asked that the motion be <br />amended to make it clear that the Aoeshi restaurant was not moving to the Ground <br />Round site. Mr. Miller agreed to the amendment. The motion passed unanimously. <br />Councilwoman Kasler commented on the central dispatch discussion. She agreed that <br />one of the major concerns was that North Olmsted already has what other cities envy in <br />this dispatch area and are seeking with this new dispatch arrangement. Although years <br />down the road there possibly could be some financial benefit to North Olmsted in the <br />coordination of purchases of equipment, she thinks that we should be very cazeful. This <br />would be an administrative decision presented to Council. But she believes the city <br />should be very cautious when we entertain the possibility of dismantling something that <br />we already have that others are seeking. <br />Councilman Dailey, chairperson of the Recreation Committee: 1) The committee met on <br />Tuesday, January 13, to discuss Ordinance 2004-3, an ordinance authorizing the Mayor <br />of the City of North Olmsted to enter into a new professional services agreement with <br />Jerry Ludvik, the golf pro at Springvale Golf Course for the period April 1, 2003 through <br />December 31, 2004 and declaring an emergency. In attendance were committee <br />members Dailey, Miller and Kasler; Council members Gazeau, Nashar, Limpert; Safety <br />Director Jesse, Law Director Dubelko, Finance Director Copfer. Mr. Jesse informed the <br />committee that Mr. Ludvik's compensation for 2004 shall remain the same as it had been <br />for 2003. Mr. Jesse then explained what Mr. Ludvik's responsibilities were and how he <br />is additionally compensated by the private lessons that he brings to the Springvale Golf <br />Course. Talk then centered around the fact that Mr. Ludvik's contract had to be altered to <br />include the clause requiring a background check prior to approval. Law Director <br />Dubelko advised that this is consistent with all contractors working in the North Olmsted <br />city parks and recreation facilities. Mr. Miller made a motion to hold in committee <br />subject to the background check being completed. Mrs. Kasler seconded the motion and <br />it passed unanimously 3-0. <br />2) Mr. Ludvik's contract was discussed during caucus this evening with Mr. Ludvik in <br />attendance. It was agreed to split out Mr. Ludvik's contracts for 2003 and 2004 so he can <br />be paid in a timely manner for the 2003 services. <br />10 <br />
