Council Minutes of 1/20/2004 <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane <br />• He agrees with Mr. Miller's comment on Mr. McKay's report that there was no <br />indication there are any PCB's in the transformer. Sometimes people use that as a <br />generic term to discuss oil as something that is there. Charles Dial who also attended <br />the meeting raised the issue regarding alternative plans and alternative engineering <br />• Believes lottery winnings should be taxed as should be horse race winnings and <br />winnings in Las Vegas and Atlantic City. He doesn't enjoy taxes, but feels people <br />who fall into a windfall of $600 or more have no reason not to share a portion of that <br />with the community. <br />• Regarding the library, his concern is the issue regarding how much we agreed to pay <br />for what we were getting. If the contract was signed and the agreement included the <br />design with brick on top, somebody owes the community money back. <br />• He plans to submit drawings and plans of his suggestions for a walking path and <br />barrier on Cedar Point Road hill. <br />Councilman Gareau commented that he had been assured that the city got exactly what <br />we paid for with respect to the library building. <br />Mayor Musial said he wanted to reiterate that the design plans and materials costs did not <br />include the brick. <br />Councilman McKay noted that, if a lottery winner wants to give a gift to the city, that is <br />fine. But the city should not single one person out because they have won money. <br />Charles Dial, 27959 Gardenia Drive. <br />• Does not like what is being done with the pediments on library-it is cosmetically <br />absurd and not at all in keeping with the style. <br />• With regard to the data processing commissioner, the most expensive thing to do is <br />keep changing horses in mid-stream. You need continuity because these things get <br />complex and involved, and anybody new will have to spend a fair amount of time <br />coming up to speed on what the previous people have done. <br />• About PCB's leaking out of the transformer, one of his friends is with the <br />Illuminating Company and they had this problem with their transformers. When they <br />realized this was a problem, they didn't buy new transformers, they just flushed them <br />out and replaced the PCB's with mineral oil. That would be a much cheaper solution <br />rather than $26,000. He feels strongly that this is something the Illuminating <br />Company should be responsible for. <br />Don Pangrac, 23470 Sharon Drive <br />• Several years ago when the intersection at Lorain and Claque was done, it appeared to <br />him to be an oversight not to extend the repair north of Lorain down to Delmere and <br />put in a left turn lane. People making left turns there are backing up traffic. It is a <br />highly congested area.
