Council Minutes of 1/20/2004
• An article in the Plain Dealer on January 19 indicated that the south side of Claque
Road is not going to be done until 2006. That street is a mess and something has to
be done before 2006. People are dodging chuckholes and coming across the yellow
line to avoid the condition of the road.
• Two or three years ago when Sharon Drive was done, the driveway aprons were
constructed to be flat in the middle and curved up at the ends near the grass. It is
difficult to snow plow and must be shoveled by hand. He recommends this type of
construction be discontinued in future plans for road repair. Aprons should be flat all
the way across to make it easier to remove snow.
• The present salting policy is good. It is environmentally beneficial. Also, it has
reduced the number of vehicles on his street. People are not cutting through on his
street or driving too fast. He hopes the policy is saving the city money and is
interested to know how much is being saved.
Councilman Miller asked if there are plans to widen Claque Road at Delmere to allow for
the turning lane. Mayor Musial said he thought it was a good idea and asked the Service
Director to comment. Service Director Driscoll commented that presently there are no
plans to widen Claque Road to incorporate the turning lane. The plans and estimates are
complete, and the city is ready to pay a down payment for the north portion of Claque
Road. He will address the county and ask them to look at it to see if it is feasible to still
do it and what the cost would be. As far as south Claque Road, the county is planning on
2006. He has been discussing with his staff how to make south Claque Road last another
two years, and they are looking at options.
Councilman Miller wondered about the savings derived ftom the salting policy. Service
Director Driscoll answered that any projections would be speculative. Last year we spent
in excess of $230,000 in salt and calcium chloride. It is probably safe to say that we
would probably have spent double that amount if we regularly salted all the side streets.
That's just in the material alone. When it is appropriate and absolutely necessary, we will
use salt on side streets. The city's philosophy is mainly be careful on your own street.
The city will keep them plowed and cleared and will salt if it is absolutely necessary.
Once you get to the mains, you can get to wherever you have to go. By residents being
careful on their own street, we are helping to save a considerable amount of money.
Councilman Gareau agreed that something has to be done now to make south Claque
Road safe and driveable for the next two years. Also, the city must begin to plan ahead
for that project so that all the problems on the street are addressed. (Including the
sidewalks which are always under water and the drainage problems.)
Patricia Deis, 26$93 Sweetbriar Drive
• She is concerned about the stop sign at the Tops parking lot access to Sparky Lane
and Brookpark extension. There is also a traffic light there, and it is confusing to
motorists if they are to always stop at the sign or follow the traffic light. City
Engineer Durbin answered that one of the department's inspectors had also noticed
this and the stop sign was removed last Friday.
12
