Council Minutes of 12/20/2005 <br />the parking requirements, he would hope that the Westfield companies would <br />S consider a bus or a shuttle van to drive shoppers to the parking spaces in the <br />further sections of the mall parking lot. Once again, he is glad they are investing <br />in North Olmsted and hopes they will continue to do so. Roll call continued: <br />Ryan, yes with comment that he is very concerned along with Mr. Miller and Mr. <br />Orlowski. He is voting yes at this time because he knows how important it is for <br />the City of North Olmsted to continue to grow and develop and have income and <br />increased income for the benefit of the citizens. But this is approaching what <br />could be characterized as a safety hazard, and he has deep concern about it. He is <br />very, very hopeful that the people from Westfield will certainly consider that and <br />address it and look at a parking garage in the future. Roll call continued: Tallon, <br />yes with comment that he too has serious concern about the parking at Great <br />Northern Mall. He had an opportunity to discuss this with the representative of <br />Westfield and expressed his concerns about their traffic flow throwing the traffic <br />back onto the city streets during the high shopping seasons or during a major sale. <br />He is very concerned about their future development. The Westfield <br />representative expressed that they were planning on expending a lot of dollars to <br />upgrade this mall, and that they plan on staying here for a long time. Part of the <br />discussion concerned a covered parking garage, which has been brought up in <br />their discussions. There is no commitment one way or the other. It seems that <br />Westfield is going to listen to our problems at least, and we can discuss these and <br />come up with equitable solutions for everybody. The color of the building is a <br />little bit garish. The problem is, with the variances allowed, they can build this <br />restaurant in that spot with the variances in the parking. That is why he is voting <br />yes, even though he is still very concerned about the parking and expressed that to <br />the Westfield representative regarding any future development. The motion <br />passed with five yes votes and two no votes. <br />Councilman Ryan, chairperson of the Intra-Governmental Relations Committee: 1) The <br />committee met on December 13, 2005. In attendance were committee members Miller, <br />Barker and Ryan; President of Council Kennedy and Council members Nashar, Orlowski, <br />Gareau, Council member-elect Dailey Jones; Directors Dubelko, Farver, Limpert; guests. <br />Agenda items were as follows: <br />• Ordinance 2005-164 which was discussed and an amendment was brought <br />forward by Director Farver. The committee voted 2-0 to recommend passage of <br />the legislation as amended. <br />• Ordinance 2005-171. Mr. Dailey expressed great need to go forward with this <br />legislation. After consideration, the committee voted 2-0 to recommend passage. <br />• Ordinance 2005-174, presented by the Mayor, an ordinance seeking to change the <br />term of the Cultural Activities from one year to five years. After discussion, <br />committee voted 2-0 to recommend passage. <br />• Resolution 2005-175 which suggests Council consider going forward with video <br />broadcasts of Council meeting working with outside agencies. The committee <br />recommended the legislation be held in committee until the new Council is seated <br />in January. <br />7 <br /> <br />
