Council Minutes of 12/20/2005
® • Interviewed Joseph T. Burke for an appointment to the Board of Zoning Appeals
for the term January 1, 2006 through December 31, 2010. The committee was
pleased with his profile and his enthusiasm and his desire to participate.
Interviewed Melissa Meredith for an appointment to the Planning & Design
Commission. The committee was very impressed with her credentials. Mark
Mahoney was also considered for an appointment to the Planning & Design
Commission although he was not able to attend. The committee, with the advice
of the Law Director, chose to hold the appointments until the new Council is
seated in January.
2) The committee met on Tuesday, December 20, 2005, to discuss Council appointments
to the Charter Review Commission and the Planning & Design Commission. In
attendance were committee members Miller, Barker and Ryan. The committee felt it
would be best to hold these appointments until the new committee is appointed in
January.
Councilman Miller moved to amend Ordinance No. 2005-164. The motion was seconded
by Councilman Barker and passed unanimously. Ordinance No. 2005-164 amended.
Councilman Ryan moved to amend Ordinance No. 2005-171 as presented at the
committee meeting. The motion was seconded by Councilman Barker and passed
unanimously. Ordinance No. 2005-171 amended.
Councilman Barker, member of the Landmarks Commission: 1) Mr. Lang, chairperson
of the Landmarks Commission, would like to thank the administration for the leaf pick-
up program and the cardboard drop-off program.
2) Mrs. Eian, part owner of the property where Fire Station No. 2 will be built, was in
attendance to discuss the Stearns Home in which she grew up. The administration and
President of Council should be receiving a letter shortly with suggestions made by the
commission. The commission would like to see the firehouse named the Stearns
Firehouse and perhaps have the building plaqued in memory of the Stearns home, and
also to possibly set up an area similar to the library's Ox Cart Library plaque. There is a
large plaque in front of the Stearns house that was provided by the state, and the
commission would like to see something set up in that area.
Councilman Orlowski, chairperson of the Environmental Control Committee: 1) Met
with Mayor O'Grady, Councilman Nashar, Service Director Limpert, City Forester
Wendell, and representatives of CEI on December 19 regarding the trees next to or in
close proximity of wires, especially electrical power lines. Mayor O'Grady and the
Council members related the concerns of the residents as to the way trees are being
trimmed in the city. The response was that they are performing a periodic four-year tree
line clearance, sub-station clearance and high powered transmission line area clearance
and they follow the OSHA safety regulations and the standards which govern to a certain
degree the trimming of trees in close proximity to wires. They have been using the same
specifications of service since 2001 and will use them in the future. They stated
additional trimming had been performed recently. Also, the PUCO reviews what they do
~'"" and how it is done.
8
