Council Minutes of 12/20/2005 <br />2) The committee met on Tuesday, December 20, 2005, to relay the information <br />regarding tree trimming to the entire Council. In attendance were Mayor O'Grady, <br />Service Director Limpert, Planning Director Wenger, Safety Director Terbrack, Human <br />Resources Director Farver, Finance Dept. secretary Murphy, City Forester Wendell, Law <br />Director Dubelko and guests. The issue was discussed and a possible ordinance which <br />would be in line with the other Westshore suburbs may be forthcoming regarding the <br />trimming of the trees. The committee unanimously recommended approval of Resolution <br />2005-176. <br />Councilman Tallon, chairperson of the Finance Committee: 1) The committee met on <br />December 13, 2005. In attendance were all of Council and Councilperson-elect Dailey <br />Jones, the Mayor and the directors of Law, Finance and Service and guests. Agenda <br />items were as follows: <br />• Ordinance 2005-170, the temporary budget for 2006. The Finance Director <br />explained this contains no capital outlay and is basically 1/3 of the existing 2005 <br />appropriations. There is nothing new, with the exception of anything that has a <br />payment due in the first three months. Councilman Gareau asked for a monthly <br />line item report for the beginning of 2005 to compare expenses in 2006. The <br />Finance Director will supply that information. An addition of $504,000 was <br />added by the Finance Director to cover the notes we have to purchase in <br />anticipation of bonds and the cost of such issuances. The committee unanimously <br />recommended passage under suspension of the rules. <br />• Ordinance 2005-172, to request proposals for CPA firms to provide GAAP <br />conversion services for the 2005 and 2006 Comprehensive Annual Financial <br />Report (CAFR) and authorize the Mayor to enter into an agreement with the <br />professional selected through the RFP process and approved by the Board of <br />Control. After discussion, the Law Dept. recommended an emergency clause be <br />added. The committee unanimously recommended passage under suspension of <br />the rule. <br />• Ordinance 2005-181, a transfer ordinance. This ordinance was amended before <br />the meeting to include some expenditures that had not been appropriated or were <br />under-appropriated. There are three areas that are still of concern to the Finance <br />Director, and she indicated she would have the final amendment before the next <br />Council meeting. This should be the last transfer ordinance in 2005 barring any <br />emergencies. The committee unanimously recommended passage of the <br />legislation under suspension of the rule. <br />• Resolution 2005-182 directing the Cuyahoga County Auditor to pay North <br />Olmsted monies due throughout the year. The committee unanimously <br />recommended passage under suspension of the rule. <br />• Proposal by the Mayor for the funding of an administrative assistant. After a <br />lengthy discussion, the committee unanimously voted to keep this issue in <br />committee for further discussion. <br /> <br />9 <br />
