Council Minutes of 12/6/2005 <br />advanced world. This needs to be looked at. We need to have policies in the U. S. that <br />encourage businesses to keep businesses here. One mayor said we have to bring back the <br />idea of buying American. <br />5) We are all saddened by the loss of Bill Farver, husband of Human Resources Director <br />Cheryl Farver. We offer our most sincere sympathies to Cheryl and her family. <br />6) Departments: <br />• Community Life Services. Flue shot day was held at the Senior Center on <br />November 21, and 245 shots were administered with the help of the County Board <br />of Health. The department continues to work with schools, churches and <br />businesses and provided food for 67 families for the Thanksgiving holiday. <br />Donations of food and cash are being accepted for the Christmas food drive and <br />the Adopt-a-Family program. <br />• Planning. The final Planning Commission meeting will be held on December 13, <br />and the final Architectural Review Board on December 21. Those two boards <br />will discontinue at the end of this year to be replaced by the Planning & Design <br />Commission. He and the Planning Director will meet with the Metroparks on <br />Dec. 15 to look at the footprint of Fire Station No. 2. He is having discussions <br />with Metroparks about the idea of having a joint access driveway which would be <br />mutually beneficial to the city and the Metroparks. <br />• Safety. An armed robbery occurred at Taco Bell, and it is under investigation. <br />The new Safety Director continues to meet with his division heads. He also had a <br />recent meeting with Assistant Law Director O'Malley to discuss the <br />telecommunications tower at Clague Park and a potential new lease. <br />• Service. The work with Senior Center ADA doors is progressing and should be <br />complete by the end of the month. <br />In answer to questions by Council members, Mayor O'Grady explained that the proposed <br />access drive for the new fire station would be to the west of our property and on the <br />Metroparks property. It would provide the Metroparks with an existing road for their <br />new trailhead. This road will be used for fire/safety vehicles returning to the station. The <br />exit drive for the fire/safety vehicles will be on Lorain Road. By shifting the footprint of <br />the fire station to the west, the city would put green space between the eastern edge of our <br />building and the residents to the east. It is a win/win situation for both the Metroparks <br />and the city. If the Metroparks does not agree, we will build as planned. <br />Councilman Miller moved to amend the agenda to remove Ordinance 2405-164 from the <br />agenda and hold it in committee. The motion was seconded by Councilman Gareau and <br />passed unanimously. <br />Law Director Dubelko: 1) Provided advice and counsel on the following: RTA's <br />obligations to the city to provide certain levels of service and certain quality of service; <br />authority of Council to address shortages in line items by appropriating new dollars rather <br />than appropriation transfers; the traffic lane configuration issue at Clague and Lorain. <br />2) He has been in contact with members of Council on how the Law Dept. can best <br />provide legal services to Council in a manner that best works for the dept. and Council. <br />2 <br /> <br />
