Council Minutes of 12/6/2005 <br />• Resolution 2005-162 authorizing the Mayor to enter into a contract with the <br />Cuyahoga County General Health District for the year 2006 and declaring an <br />emergency. This is an annual resolution as we engage the County Health Dept. <br />each year to provide us with their health services. Representatives of the <br />department attended the committee meeting and made a lengthy and very <br />informative presentation. The County Health Department's mission is to prevent <br />disease and injury, promote positive health outcomes and provide critical services <br />to improve the health status of the community. Their direct cost per capita of <br />$3.35 per person is among the lowest county health agencies in the State of Ohio. <br />The committee recommended approval and passage under suspension of the rule. <br />• Resolution 2005-163 authorizing the Director of Public Service to advertise for <br />bids for purchase of five new Police cruisers for the North Olmsted Police Dept. <br />This is an on-going five-vehicle rotation each year. The majority of vehicles <br />being removed from use will be sent off to auction though a few will be provided <br />to various departments as they still have some road worthiness. In the past, we <br />have used the State bid program. Because of the last election, the voters rejected <br />using that method so we need to go out to bid separate and apart from the State <br />bid program. <br />• North and southbound lanes at Clague Road. There are concerns about safety <br />issues at that location because of fast acceleration at the north and southbound <br />lanes. The committee felt there were accidents pending and the possibility of road <br />rage. The Police Chief attended with Service Director and had numerous reports <br />of accidents in the area. However, none of them were related to the merging of <br />those lanes. The Chief recommended not to change the existing signage or use of <br />the lanes. Signage that would remain or be enhanced would be to give more <br />notification to people on that roadway that those lanes will continue to merge. <br />Councilman Gareau, chairperson of the Building, Zoning and Development Committee: <br />1) The committee met on November 22, 2005. Several issues were discussed: <br />• Cornerstone Plaza, 23420 Lorain Raad, at the northwest corner of Clague and <br />Lorain. The proposal suggests a change to the current fence that runs along the <br />south and east portion of the developed site. The existing fence deviates from <br />what was originally approved by the City Council in that the fence pickets <br />included what would be illegal pointed tops. The owner attempted to conform his <br />fence to the code; however, the condition that existed after that was quite <br />unsightly and wasn't safe. It will also probably result in a deterioration of the <br />fence over time. It was alternatively suggested and presented to the Planning <br />Commission that a rubber cap could be secured to each and every picket after the <br />top points had been removed. The Planning Commission agreed with this and <br />recommended approval. However, the BZD Committee had concerns with <br />respect to the rubber caps degrading over time and resulting in an unsightly <br />situation and a safety hazard. Committee member Orlowski suggested that a top <br />u-channel rail could be used to run horizontally along the top of the current metal <br />pickets after the spikes had been removed. The committee, after some discussion, <br />agreed that was probably the most esthetically appropriate method and most likely <br />5 <br />
