The <br />committee unanimously recommended that the Cornerstone Plaza project, at <br />23420 Lorain Road, would bring its otherwise non-conforming fence mto <br />conformity by using a black u-channel to run along the top of the modified pickets <br />between the brick columns. Councilman Gazeau moved that the fence at the <br />Cornerstone Plaza, 23420 Lorain Road, be brought into code by using a black u- <br />channel to run along the top of the modified pickets between the brick columns. <br />The motion was seconded by Councilman Barker and passed unanimously. <br />• Committee meetings were held on August 29, October 11 and November 22 to <br />discuss Ordinance 2005-95, an ordinance amending various sections of Chapter <br />1138, Senior Residence District, of the North Olmsted Zoning Code, in order to <br />clarify and update development regulations for the Senior Residence District. The <br />legislation was presented and discussed by Planning Director Kim Wenger. It <br />was brought forward because there were several updates that were presented to <br />Council over a period of time and it has been over 10 years since the code has <br />been reviewed. Ms. Wenger brought forth some suggestions through the <br />legislation sponsored by the Mayor. Over the course of the review process, some <br />changes were recommended by the Planning Commission: <br />- Chapter 1138.03, (a) (4) a change which would include adding the language, The <br />following" at the beginning of the paragraph: Under (A) it would be restricted to <br />medical care facilities exclusively for the residents of the development; (C) <br />would allow as an accessory use the restaurant and/or coffee shop for the use of <br />the residents, staff and guests; (E) would include a beauty parlor or barber shop; <br />(F) would be a gift shop and/or news stand. Section (5) would state that, "The <br />following other accessory uses immediately and exclusively accessory to a use <br />permitted on the site: A. Automobile parking facilities; B. Maintenance <br />facilities." Section (b) Conditional Uses was amended over the course of time to <br />read as follows: "Medical offices which shall include but not be limited to offices <br />for physicians, counseling practitioners and rehabilitation practitioners used <br />primarily for the purpose of treating senior citizens (the phrase `the elderly' was <br />removed) that caters to the facility's population and the senior citizen population <br />at-large as permitted by the State of Ohio." <br />- An amendment to 1138.04, Development Criteria, to (c) Accessory Uses instead <br />of Commercial Uses and it greater defined accessory uses and stated that they <br />would be integrated into the primary buildings or common areas of the Senior <br />Residence District. <br />- Area and Density Requirements of 1138.05, previously in the code there were no <br />area and density requirements. It originally was established at 10 acres. The <br />Planning Commission recommended that Single Family Cluster independent <br />living units be broken down at 5 acres and that the Senior Residence Center be 8 <br />acres minimum. It also changed (b) to include not more than three single family <br />cluster units maybe attached in any building group. <br />- Setback regulations in 1138.07 were modified by verbiage change to: "Buildings, <br />parking and drives...." and parking and drives are now included in the setback <br />area.
