Council Minutes of 11/15/2005 <br />Mayor, subject to approval by the Board of Control, to enter into a contract for same with <br />the lowest and best bidder. <br />Ordinance No. 2045-164 was introduced and placed on first reading by Mayor O'Grady <br />on behalf of himself and Councilman Ryan. An ordinance amending Section 167.44 of <br />Chapter 167 (Department of Human Resources) of the Administrative Code for the <br />purpose of modifying and updating the powers and duties of the Director of Human <br />Resources. <br />Ordinance No. 2005-165 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance amending Chapter 149 of the Administrative Code ("Planning <br />Commission"), repealing Chapter 1125 of the Zoning Code ("Architectural Review <br />Board"), and amending Chapter 1126 of the Zoning Code (Commercial and Other <br />Building Permits), in order to effectuate the affirmative vote of the North Olmsted <br />electorate at the November 2005 general election upon Issue 97 (Charter amendment <br />proposal relating to new Planning and Design Commission). Councilman Gareau noted <br />that the legislation would be referred to the Planning Commission before being reviewed <br />by the BZD Committee. <br />Resolution No. 2005-166 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Mayor, on behalf of the city, to enter into a lease of space at <br />the North Olmsted Recreation Center with Cleveland Hockey Supply, Inc. to operate a <br />pro shop for the retail sale of sports clothing and equipment, and declaring an emergency. <br />Councilman Gareau moved for suspension of the rules requiring three readings and <br />committee review, and the motion was seconded by Councilman Barker. Roll call: <br />Gareau, yes; Barker, yes; Tallon, yes; Nashar, yes; Orlowski, yes; Miller, yes; Ryan, yes <br />with comment that this was thoroughly reviewed in caucus this evening. The motion <br />passed unanimously. Councilman Barker moved for adoption, and the motion was <br />seconded by Councilman Gareau. Roll call: Barker, yes; Gareau, yes; Tallon, yes; <br />Nashar, yes; Orlowski, yes; Ryan, yes; Miller, yes with comment that he regrets this was <br />brought forward without enough time for it to be presented to the Rec Commission. <br />However, this is an example of the city doing a little bit more with less. That area has <br />been non-productive. The efforts to make it productive, not only in roughly $5,000 in <br />income, but also the cost savings of payroll, staffing of paying for someone to sharpen <br />the city owned skates that will be absorbed by this vendor etc. go on. While it may seem <br />small, it's a start and it's a good example. Mr. Limpert is to be congratulated for bringing <br />this forward. Thank you. The motion passed unanimously. Resolution No. 2005-166 <br />adopted. <br />Ordinance No. 2005-167 was introduced and placed on first reading by Councilman <br />Gareau on behalf of himself, Councilmen Barker and Ryan and Mayor O'Grady. An <br />ordinance authorizing the Director of Public Service to request proposals from consulting <br />engineering firms to conduct an operations and rate study for the Wastewater Treatment <br />Plant; and further authorizing the Mayor to enter into an agreement with the engineering <br />firm selected in the RFP process and approved by the Board of Control, and declaring an <br />emergency.
