Council Minutes of 11/15/2005 <br />expenditures for the City of North Olmsted for the year ending December 31, 2005 as <br />amended. Councilman Tallon moved for suspension of the rule requiring three readings <br />and noted the legislation had been reported out from committee. The motion was <br />seconded by Councilman Barker. Roll call: Tallon, yes; Barker, yes; Miller, no; <br />Orlowski, yes; Nashar, yes; Gareau, no; Ryan, no with comment. It's unfortunate the <br />Finance Director is not here tonight as he wishes to compliment her for all the excellent <br />work she did in providing Council with the indication that, if we hold our present budget <br />and we don't make any changes, we will finish with an extra $250,000 in the black. The <br />motion for suspension of the rules failed as it did not receive atwo-thirds majority vote. <br />Mayor O'Grady commented that the Finance Director was not present as she is working <br />on the new computer system. It is something that requires her complete attention, and <br />she sends her regrets for not being able to attend the meeting. Mr. Ryan commented that <br />he was complimenting the Finance Director on an excellent job, and it is unfortunate she <br />could not attend the meeting. It is his interpretation, after last night's meeting, that if we <br />could just hold that budget, we will have an additional $250,000. We are only six weeks <br />away from the end of the year. He feels the legislation will get a third reading and these <br />issues can be addressed. He did not mean any discourtesy. <br />Resolution No. 2005-156 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Director of Fublic Safety to advertise for bids for the purchase <br />of equipment for a new Radio Interoperability System for the North Olmsted Fire <br />Department, as per specifications on file in his office, and authorizing the Mayor, subject <br />to approval by the Board of Control, if necessary, to enter into a contract for same, and <br />declaring an emergency. Councilman Miller moved for suspension of the rule requiring <br />three readings and noted the legislation had been reviewed by committee and reported <br />out. The motion was seconded by Councilman Ryan and passed unanimously. <br />Councilman Miller moved for adoption. The motion was seconded by Councilman Ryan <br />and passed unanimously. Resolution No. 2005-156 adopted. <br />Resolution No. 2005-159 introduced by the Mayor O'Grady and the entire City Council <br />was given its second reading. A resolution accepting the amounts and rates as <br />determined by the Budget Commission and authorizing the necessary tax levies and <br />certifying them to the County Auditor. Councilman Tallon moved for suspension of the <br />rule requiring three readings and noted the legislation had been reviewed in committee. <br />The motion was seconded by Councilman Ryan and passed unanimously. Resolution No. 2005-159 adopted. <br />Resolution No. 2005-162 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Mayor to enter into a contract with the Cuyahoga County <br />General Health District for the year 2006, and declaring an emergency. <br />Resolution No. 2005-163 was introduced and placed on first reading by Councilman <br />Miller on behalf of Mayor O'Grady.
