Council Minutes of 11/15/2005 <br />9) November 14, he reviewed the Floyd Browne contract and again made recommended <br />revisions. Floyd Browne Group is the consultant for the OEPA requested Plan of Study <br />relating to by-passes. <br />Councilman Miller noted that the Public Safety Committee had recently discussed safety <br />concerns at the intersection of Clague Road and Lorain Road. The Law, Safety and <br />Police departments were asked to look into that situation wherein vehicles in the north <br />and southbound lanes on Clague are having jack-rabbit starts where two lanes merge into <br />one. With the change of personnel from the Safety and Service departments, he would <br />ask that this issue not fall through the cracks. Law Director Dubelko said he provided <br />advice that the City Engineer should consult the Manual of Uniform Traffic Control <br />Devices to make sure that whatever is done there is done in compliance with that manual. <br />Mayor O'Grady said he would be sure that issue was followed up on. <br />Councilman Nashar, chairperson of the Streets & Transportation Committee: 1) The <br />committee met on Monday, November 14. Present were committee members Talton, <br />Orlowski and Nashar; Councilmen Miller, Barker, Ryan; Mayor O'Grady, Law Director <br />Dubelko, Planning Director Wenger; guests from Quail Run development. Agenda items <br />were as follows: <br />• The Crocker-Stearns Road sound walls which will run north of Lorain on both <br />sides. We've had several meetings about this project over the past few months. <br />The Planning Director used the results of surveys that were turned in over the last <br />month, and 52% of those surveys recommended a tan color. The Planning <br />Director recommended an ashlar stone pattern for the design and a brown tone <br />color. It is also recommended that the city plant ivy along the walls, and this <br />would help provide for low maintenance in that area. This project is scheduled to <br />start in 2007, with the walls being in the final phase of completion. <br />• Ordinance 2005-158, an ordinance amending Section 555.03 of Chapter 555 <br />Noise Control of the General Offenses Code entitled "Specific Prohibitions in <br />Order to Regulate Snow Removal Operation on Commercial Property Located <br />Near Residential Property." This would address properties behind the mall near <br />residential properties. The legislation is being held in committee for further <br />review. <br />Mayor O'Grady said he wished to make a point of clarification on Mr. Nashar's report. <br />There were 52% of the people returning the survey who selected a particular color and <br />100% of the people selected a particular embossing or design on the sound .barrier wall. <br />But it's important to point out that there were only 19 surveys returned. In a city of <br />34,000, that doesn't seem to meet the measure of being a very representative survey. His <br />intent all along was to never allow this to become a popularity contest, but rather to allow <br />the experts to make the decision. Input from Council and from citizens was requested, <br />but ultimately it needs to be Director Wenger going to other experts in the field and <br />coming up with the designs and the colors that best serve our citizenry. It just so happens <br />that almost 100% of the people picked ashlar as the design, and the experts have come <br />back with exactly that recommendation. The people came in with a tan color.
