Council Minutes of 11/15/2005
recommendation that Director Wenger is preparing to make would be light brown as
something that blends into the background more readily and something that is a better fit
with the color of the leaves either in season or as the fall hits. Ms. Wenger will be
finalizing those recommendations, based on her input, and input from Council and
citizens, and presenting them to him for his approval.
Councilman Miller commented that Director Wenger should be congratulated for the
work that she put into this project to come up with a very agreeable color. There were
about 22 or 23 families represented at the meeting, but other residents on the south side
of Lorain Road have other issues. If 34,000 people had voted, the results may have been
different. But we should focus on the end result, and that is a good resolution to the
issue.
Councilman Miller, chairperson of the Public Safety, Health & Welfare Committee: 1)
The committee met last evening to discuss Resolutions 2005-149 and 2005-156. Both
pieces of legislation are related to communications for our safety forces. They both
involve funding from FEMA. Resolution 2005-149 in particular brought into the
community $348,000, of which 10% was from the city, the rest is from FEMA. The
committee recommended passage of both resolutions under suspension of the rule.
2) At the committee meeting, Fire Chief Klecan made a presentation in regards to new
equipment. Because this issue will be brought forward to Council again in a form of a
resolution or an ordinance for purchase, it is anticipated that it will come back into
committee at that time. Two of the issues that do need to be resolved involve where to
put the engine in the event we get it before Fire Station 2 is built and what bond counsel
would recommend to the city about purchasing it and proper placement of the equipment.
The timing is going to be a little problematical in when to trade in or sell the original unit
before the new unit arrives. These timing issues will have to be resolved when the issue
is returned for discussion.
On a lighter note, Councilman Nashar made a prediction for the Ohio State-Michigan
game that Michigan would win. Ohio State grad and dedicated fan, Councilman Gareau,
certainly did not agree. He has a rivalry with a good friend in the community, David
Nakoneczny, which he is looking forward to continuing for years to come.
On a point of personal privilege, Councilman Gareau said his name was recently placed
into consideration to an entity known as the German Marshall Fund of the United States.
The German Marshall Fund of the United States is an organization based in seven cities
around the world which seeks to foster trans-Atlantic relations between the European
states and the United States. It focuses on economy, politics, and social issues and hosts
young leaders between the ages of 28 and 40 for three weeks of study and travel in
Europe. The participants will visit numerous cities such as Berlin, Bratislava, Paris,
Brussels, Belgrade and Ankara Turkey. He is pleased to announce that he is a recipient
of this award, and he will travel to Europe in October of 2006. He is very excited to be a
part of this program as it is a great opportunity to broaden his knowledge of the world.
He believes it will be an excellent experience, and he will report to Council on his return.

7
