Council Minutes of 11/15/2005 <br />tonight's agenda as amended. The motion was seconded by Councilman Gazeau. <br />Roll call: Tallon, yes; Gareau, yes; Barker, yes; Miller, yes; Nashar, yes; <br />Orlowski, yes; Ryan, no. The motion passed with six yes votes and one no vote. <br />Ordinance No. 2005-154 amended. <br />• After a lengthy discussion, a request was made of Finance Director Copfer to <br />summarize the revenues and expenditures of the city in order for Council to have <br />a general idea which way the city is heading for the end of the year. Questions to <br />be answered are: Will we have acarry-over for 2006, will it be large or small? <br />The direction that the revenue is going, is it increasing or decreasing? Are <br />expenditures increasing or decreasing? All of this should be in a summary form <br />presented to Council. Council does not expect a "to the penny" report, but a <br />report based on the director's knowledge of all the accounts. This will be a <br />valuable tool for Council to execute their duties and to keep their constituents <br />informed. <br />• Ordinance 2005-159, which accepts the amounts and rates determined by the <br />Budget Commission and authorizes necessary tax levies. Simply put, it is the <br />millage of the tax rate to be levied, both on the inside and outside millages. The <br />committee unanimously recommended passage to Council. <br />Councilman Ryan, chairperson of the Intra-Governmental Relations Committee: 1) Per <br />the request of the Mayor, the committee met at 7 p.m. this evening to interview Mr. <br />Limpert for the position of Service Director. Committee members Barker and Ryan <br />unanimously recommended Mr. Limpert for appointment as the Service Director. <br />Councilman Ryan made a motion to approve Duane Limpert as the Service Director <br />beginning Monday, November 21, 2005. The motion was seconded by Councilman <br />Miller and passed unanimously. <br />AUDIENCE PARTIC~PATI4N <br />Charles Dial, 27959 Gardenia. Congrats to the victors, condolences to the defeated and <br />happy belated birthday to the Mayor. Mr. Dial read a letter into the record: "Dear <br />Council Members, those of us that were present at the last Council meeting observed the <br />tragic outburst wherein a candidate for public office had to be quieted down by the <br />police. The two responding policemen deserve public commendation for their excellent <br />and very professional handling of what to them must have been a very uncomfortable <br />assignment. Council has always had ad hoc rules for audience participation. Until the <br />police were called, the custom was that a person wishing to address Council could return <br />to the podium a second time as long as he restricted himself to acceptable topics. <br />Understanding that Mr. Kennedy was heavily under the gun in dealing with that difficult <br />and unexpected situation, he somewhat lost it when he gaveled down all chances for the <br />speaker to speak further on any topic. For these reasons, I believe it is imperative that the <br />rules of Council be codified in order to minimize ad hoc interpretation and to ensure that <br />members of the public who might have something important to say are not squelched. <br />On another topic, I am also feeling growing concern about what I regard as distorted <br />priorities on the part of Council and would like to have my thoughts on record. I hope <br />Council will ponder the following absurd actions in the context of the growing turmoil <br />9 <br />
