Council Minutes of 11/1/2005 <br />Resolution No. 2005-151 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Director of Public Safety to advertise for bids for the purchase <br />of Recreation software, as per specifications on file in the office of the Recreation <br />Commissioner, and authorizing the Mayor, subject to approval by the Board of Control, if <br />necessary, to enter into a contract for same. <br />Ordinance No. 2005-152 introduced by Councilmen Barker, Ryan and Orlowski was <br />given its second reading as amended. An ordinance amending Section 351.12 of Chapter <br />351 (Parking Generally) of the Traffic Code, entitled "All-night Parking Restricted," in <br />order to prohibit parking overnight on tree lawns and berms located immediately adjacent <br />to streets without curbs, as amended. <br />Resolution No. 2005-149 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Director of Public Safety to advertise for bids for the <br />purchase of Fire mobile data terminals, in station and in vehicle mapping, AVL systems <br />and a mobile wireless network, all for the purpose of upgrading the existing Police/Fire <br />CAD system, as per specifications on file in the office of the Director of Public Safety, <br />and authorizing the Mayor, subject to approval by the Board of Control, if necessary, to <br />enter into a contract for same and declaring an emergency. <br />Ordinance No. 2005-154 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2005. <br />Ordinance No. 2005-155 was introduced and placed on first reading by Mayor O'Grady <br />on behalf of himself and Councilmen Ryan, Orlowski and Barker. An ordinance <br />dispensing with a formal RFP process and authorizing the Mayor, subject to the approval <br />of the Board of Control, if necessary, to enter into a professional services contract with <br />the engineering firm of Floyd Browne Group to prepare a plan of study to be submitted to <br />the Ohio Environmental Protection Agency (OEPA) that identifies problems associated <br />with sanitary sewer bypassing, and declaring an emergency. Councilman Orlowski made <br />a motion to suspend the rules requiring three readings and formal committee review, <br />noting that the issue had been discussed in committee. The motion was seconded by <br />Councilman Barker and passed unanimously. Councilman Orlowski moved for adoption. <br />The motion was seconded by Councilman Barker. Roll call: Orlowski, yes; Barker, yes; <br />Nashar, yes; Miller, yes with comment that he wished to thank Mr. Gareau for keeping a <br />tight control on this issue and encourages the comments he made in regards to follow up <br />with this agency to continue.
