Council Minutes of 11/1/2005 <br />internally in coming up with objective specifications before it goes out to bid. The <br />committee unanimously recommended approval of Resolution 2005-161. <br />• A fencing issue at the basketball courts and why it was only fenced on the east <br />side of the courts. In the past, fencing was all around the courts. Now, after the <br />rebuilding, only one side was done. The appropriated amount for fencing was <br />$2,500, and $2,300 was spent. The question brought up by Mr. Miller was where <br />did the idea of surrounding the court with fencing go only to a strip of fencing. <br />The feeling is that the Rec Commission, Rec Committee or Council was not <br />notified of this change. The belief of the Rec Commission was that the fence <br />would be put up or replaced as needed with the new courts. The Law Director <br />determined that the proper procedure for this improvement would be a discussion <br />by the Safety Director or Rec Commissioner. The change would then be brought <br />to the Rec Commission, approved and brought to Council. Apparently, that did <br />not happen. Mr. Miller again asked who made the decision to only fence one side <br />and asked for accountability from someone about this issue. After an in-depth <br />discussion as to what may have or what did happen, it was decided that this <br />particular item fell through the cracks, and the fencing issue was not done by <br />proper procedure. It was agreed by all present to readdress the existing fencing <br />and take a poll of not only people who are utilizing the courts but with experts to <br />determine whether the fence should be extended, placed along two sides or <br />perhaps enclose the entire court. The Rec Commissioner agreed to bring this <br />issue before the Rec Commission after his research and budget for this in 2006. <br />Mayor O'Grady commented that the administration does not agree with the opinion that <br />the fencing issue fell through the cracks and proper procedure was not followed. <br />Councilman Orlowski, chairperson of the Environmental Control Committee: 1) The <br />committee met on October 25 to discuss Ordinance 2005-155. In attendance were <br />committee members Orlowski, Miller and Nashar; Council members; WWTP Supt. <br />Nichols, Sanitary Sewer Systems Supervisor Binggeli. There was a lengthy discussion <br />about the hiring of a consulting engineering firm to develop a plan of study for our <br />sanitary sewer system due to the by-passing during the recent storms. This plan is due to <br />the EPA by January 1, 2006. The cost is approximately $42,000 with the Floyd Browne <br />engineering firm being considered for this project. There is also another progress report <br />due to the EPA on March 1, 2006 in relation to our initial plan of study. <br />AUDIENCE PARTICIFATI~N <br />1) Doug Sebring, 6250 Wild Oak, thanked the city for the help with organizing for the <br />state playoff football game. This is the first time North Olmsted has ever gotten to the <br />state playoffs, and the whole community is proud of what our boys have accomplished. <br />He has been working with city departments regarding various issues including traffic, <br />parking, capacity and rest rooms, and he appreciates all the help. Advance sale of <br />discounted tickets for the game are available at the board office.
