Council Minutes of 11/1/2005 <br />2) There is an unofficial movement to suggest to people to put "ICE" on their cell phone <br />directories. This would be the phone number(s) of a person or persons to be notified "in <br />case of an emergency." <br />3) Councilman Miller made a motion to amend Ordinance 2005-152 to require that the <br />legislation would go into effect on February 1, 2006. The motion was seconded by <br />Councilman Ryan and passed unanimously. Ordinance No. 2005-152 amended. <br />Councilman Barker, chairperson of the Recreation Committee: 1) The committee met on <br />October 25. In attendance were committee members Barker, Gareau and Nashar; Council <br />members Miller, Ryan, Orlowski and President Kennedy; Mayor O'Grady, Finance <br />Director Copfer, Law Director Dubelko, Safety Director Limpert, Rec Commissioner <br />DiSalvo, Assistant Rec Commissioner Drenski. Agenda items: <br />• Resolution 2005-150, a resolution to renew atwo-year contract with Bob's Ice <br />Cream Inc., DBA Quality Quick Snacks, providing for vending and video game <br />machines at the Rec Center. Before Bob's ice cream took over the contract, video <br />games were not updated. Income from vending and video was around $3,000, <br />and now it is averaging $13,000 per year. The company has three vending and <br />seven to ten video machines, and they are updated and maintained very well. If <br />there is a problem with the machines, the company is very responsive and are on <br />ca1124/7. The rating system on video games was also discussed. Being afamily- <br />oriented area for our residents, some Council members are concerned and have <br />had a few complaints regarding violence with some of the machines. Councilman <br />Miller would like to see all video machines with a G rating. The administration <br />and Rec Commissioner would not commit to that request right away without <br />doing some research. After an in-depth discussion, it was decided that <br />Commissioner DiSalvo would provide a list showing the ratings of all machines <br />in the Rec Center and a meeting with the administration on that issue will be held. <br />It was the consensus of the committee and Council members present that Bob's <br />Ice Cream is doing a very good job. The committee unanimously recommended <br />approval of Resolution 2005-150. <br />• Resolution 2005-151, a resolution authorizing the Director of Public Safety to <br />advertise for bids for the purchase of Recreation software, as per specifications on <br />file in the office of the Recreation Commissioner, and authorizing the Mayor, <br />subject to approval by the Board of Control, if necessary, to enter into a contract <br />for same. This software will tie into the MLTNIS software system that was <br />purchased by the Finance Dept. The software will help track usage by residents <br />and non-residents and also track each individual program at the Rec Center. This <br />is going out to bid with specifications to be sure to have a fair and equitable <br />provider. During appropriations, $35,000 had been allocated for this purpose. <br />The software will help in marketing future programs by e-mail or by mailing. <br />Included in the software will be activity registration, facility reservation, <br />membership pass management, access for brochure and catalogue export, <br />financial reporting and locker rentals. Additional hardware may be required in <br />the future for more expansion and yearly maintenance costs that will have to be <br />budgeted by the Rec Dept.
