Council Minutes of 10/18/2005 <br />Mr. Miller commented that, with regard to the EPA, what they may allow may <br />still be objectionable to the residents, which is his concern. <br />As to Resolution 2005-147, he finds it unacceptable to support an issue to give the <br />state administration, which does not have a good track record on handling money, <br />more money. Mayor O'Grady answered that Issue I won't raise taxes. The funds <br />needed to operate Issue I, should it pass, are already built into the budget. This <br />issue will hopefully promote high paying jobs from good firms in our state. Also, <br />what used to be called Issue 2, which helped build roads, bridges, and <br />infrastructure, are rolled into Issue I now. Our city has benefited greatly from <br />Issue 2 in the past. <br />At one time, there was discussion about sewage from Fairview Park in the Clague <br />Road area being dumped into our sewage plant. Is that still going on and are we <br />trying to reduce that? Mr. Gareau answered that Fairview Park's Ward V is <br />actually a part of the North Olmsted WWTP service area, as are portions of <br />Olmsted Township. <br />LEGISLATION <br />Resolution No. 2005-144 introduced by Mayor O'Grady on behalf of himself and <br />Councilmen Ryan and Barker was given is second reading. A resolution authorizing and <br />directing the Director of Planning to make application on behalf of the City of North <br />Olmsted for Community Development Block Grant (CDBG) funds for the fiscal year <br />2006 for the HUD/Cuyahoga County Exterior Maintenance Program, and declaring an <br />emergency. <br />Resolution No. 2005-145 introduced by Mayor O'Grady on behalf of himself and <br />Councilmen Ryan and Barker was given its second reading. A resolution authorizing and <br />directing the Director of Planning to make application on behalf of the City of North <br />Olmsted for Community Development Block Grant (CDBG) funds for the fiscal year <br />2006 for handicapped accessibility improvements to the North Olmsted Park, and <br />declaring an emergency. <br />Resolution No. 2005-147 was introduced and placed on first reading by Mayor O'Grady <br />and the entire Council. A resolution proclaiming support of State Issue 1 amending the <br />Ohio Constitution to authorize the issuance of general obligations of the State to finance <br />local government public infrastructure capital improvements, research and development, <br />and the development of certain sites and facilities in Ohio, and to expand state and local <br />government authority regarding economic development, and declaring an emergency. <br />Councilman Miller moved for suspension of the rules requiring three readings and formal <br />committee review. The motion was seconded by Councilman Gareau. Roll call: Miller, <br />yes; Gareau, yes; Nashar, yes; Ryan, no; Orlowski, yes; Barker, yes. The motion passed <br />with five yes votes and one no vote. Councilman Miller moved for adoption.
