Council Minutes of 10/18/2005 <br />,,~ Resolution No. 2005-148 was introduced and placed on first reading by Mayor O'Grady <br />`~W' and the entire City Council. A resolution proclaiming support of a 3.9 mill replacement <br />levy for the Cuyahoga County Board of Mental Retardation and Developmental <br />Disabilities and declaring an emergency. Councilman Miller moved for suspension of <br />the rules requiring three reading and formal committee review. The motion was <br />seconded by Councilman Barker. Roll call: Miller, yes; Barker, yes; Gareau, yes; <br />Orlowski, yes; Nashar, yes; Ryan, no. The motion passed with five yes votes and one no <br />vote. Councilman Miller moved for adoption. The motion was seconded by Councilman <br />Orlowski. Roll call: Miller, yes; Orlowski, yes; Ryan, no; Nashar, yes; Barker, yes; <br />Gareau, yes. The motion passed with five yes votes and one no vote. Resolution No. <br />2005-148 adopted. <br />Resolution No. 2005-150 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Mayor of the City of North Olmsted to enter into a renewed <br />two year agreement with Bob's Ice Cream, Inc., DBA Quality Quick Snacks, providing <br />for vending and video game machines at the North Olmsted Recreation Center. <br />Resolution No. 2005-151 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Director of Public Safety to advertise for bids for the <br />purchase of Recreation software, as per specifications on file in the offtce of the <br />Recreation Commissioner, and authorizing the Mayor, subject to approval by the Board <br />of Control, if necessary, to enter into a contract for same. Councilman Gareau requested <br />that this legislation be placed in the Recreation Committee for discussion instead of being <br />passed under suspension of the rules. He is not sure if this deals with security issues or <br />not. Mayor O'Grady answered that it does not involve the security question, but it deals <br />with the programs that the Recreation Center will use to structure their activities. If <br />Council has questions, it is acceptable to send it to committee. Recreation Committee <br />chairperson Barker agreed to take the legislation into committee. <br />Resolution No. 2005-152 was introduced and placed on first reading by Councilman <br />Barker on behalf of himself and Councilmen Ryan and Orlowski. An ordinance <br />amending Section 351.12 of Chapter 351 (Parking Generally) of the Traffic Code, <br />entitled "All-night Parking Restricted," in order to prohibit parking overnight on tree <br />lawns and berms located immediately adjacent to streets without curbs. <br />MISCELLANEOUS BUSINESS <br />Councilman Nashar scheduled a Streets & Transportation Committee meeting for 6:45 <br />p.m. on Tuesday, October 25, to discuss Ordinance 2005-60. Also, Planning Director <br />Wenger will share information on the noise wall feedback for Crocker/Steams Road. The <br />Law Director is asked to attend. <br />Councilman Barker scheduled a Recreation Committee meeting to immediately follow <br />the Streets & Transportation Committee on October 25 to discuss Resolutions. 2005-150 <br />and 2005-151 and the fencing at the basketball courts at the park. The Safety Director, <br />the Mayor and the Recreation Commissioner are asked to attend. <br />11 <br />_ .rte <br />
