Council Minutes of 10/18/20(15
Council to take an appeal from this award. Even though he does not agree with it,
it does in fact draw its essence from the collective bargaining agreement and as
such the city should not appeal this award. The Fire Chief has been advised to
implement the award.
Finance Director Copfer: 1) The sewer credit filing was due September 30. The checks
have been issued for a total of approximately $8,000 far 200 accounts, versus $86,000
and about 2,900 accounts in the past. Thanks to Council for taking the lead on changing
the process to allow residents to come and apply. The procedure has saved the treatment
plant and the people who pay their sewer fees a lot of money that will be well spent or
saved for next year.
2) Attended a safe staffing meeting on Monday.
3) Attended directors' meetings this week and last week.
4) The MUNIS project manager has been on site for eight days. She is dealing with a lot
of supplemental implementation issues that keep getting stalled because she has several
clients and is often away from her office. Numerous little issues are getting resolved and
a lot has been accomplished.
Councilman Gareau, chairperson of the BZD Committee: 1) During caucus this evening,
a proposal from Sunnyside Saturn, 27000 Lorain Road, was discussed. This is a proposal
to relocate an existing two-headed light pole. The pole will be shifted 18 feet to the west
to provide for better safety and circulation on the site. The property is completed
surrounded by other commercial property. As a result of the relocation, lighting levels
will be slightly impacted and increased in a limited area between .l and .5 foot candles.
The lighting plan was approved prior to the city's newest light regulations taking effect a
few years back. This resulted in two lighting variances. The applicant requested from
the BZA variances concerning this relocation of one light pole, and it was approved. The
Planning Commission reviewed the matter, and it also recommended approval to City
Council. This matter was brought up in caucus this evening, and the question presented
was one of whether or not Council felt it was appropriate to schedule a Building, Zoning
and Development Committee to discuss what appears to be a rather small change to
Sunnyside Saturn. There were no objections to suspending the committee review.
Councilman Gareau made a motion to suspend the rule requiring BZD Committee review
of the Sunnyside Saturn, 27000 Lorain Road, proposal to relocate an existing two-headed
light pole approximately 18 feet to the west. The motion was seconded by Councilman
Barker and passed unanimously. Councilman Gareau made a motion to approve the
relocation of the existing two-headed light pole 18 feet to the west to provide for better
safety and circulation on the site subject to the recommendations of the various boards
and commissions. The motion was seconded by Councilman Barker and passed
unanimously.
2) At the last Council meeting, there was a motion made to hold the matter of Suburban
Collision Center to a date certain of October 18, 2005. Also at that meeting, the matter
was relieved from committee. Since that time, there was a question raised by members of
Council concerning the appropriate process for the Board of Zoning Appeals notification
to City Council for a special use permit that was granted to building onto a non-
conforming use. The question was raised as to whether or not appropriate notice was
4
