Council Minutes of 10/4/2005 <br />we should take a close look at that $30,000 that is still available and use it <br />appropriately before the year is out if there are projects that need to be completed. <br />The Chief made a statement to the Safety Director and the Safety Committee that <br />all the information is out on the table, we know where we need to go for 2006, <br />and we can work it out. There seems to be an effort to resolve the manpower <br />issues within the restraints of the combination of finances, retirements and when <br />the academy is offered. Due to liability issues, it is no longer the policy of the <br />department to swear in an officer, have him ride locally to become familiar with <br />the city and then go to the academy. The academy has to be the first step. <br />• Ordinance 2005-136, video cameras for police cars. This was a rather technical <br />discussion as to the memory of the units and when they will be used. The <br />cameras have a 90 second loop that is constantly recording, and they have an 80 <br />gigabyte hard drive. There will be a one-year maintenance program with each of <br />the cameras, and all of the police cars will have cameras. The Service Dept. will <br />observe initial installation by the vendor company and will then complete the <br />balance of the installations. The committee recommended 2-0 to approve <br />Ordinance 2005-136. <br />For the record, Mayor O'Grady commented there is no intention within this <br />administration of reducing or eliminating the school resource officer. Likewise, there is <br />no intention of doing away with the DARE position unless that position evolves into <br />another position which would benefit different age groups, which is being discussed. At <br />this time, there is no intent to do any type of reduction as far as our cooperation with the <br />schools. <br />Councilman Gareau, chairperson of the Building, Zoning and Development Committee: <br />1) The committee met twice to consider Suburban Collision Center located at 26618 <br />Brookpark Road extension. The meeting dates were Monday, September 19, 2005, from <br />7 to 7:30 p.m., and Monday, September 12, 2005, for approximately 2 to 2 % hours. This <br />proposal involves an addition to the existing Suburban Auto structure on Brookpark Road <br />extension. The addition will be to accommodate two paint booths, which are currently <br />located at the Suburban Collision Center on Dover Center Road in North Olmsted. The <br />proposed expansion will be located in the rear and would not involve additional parking <br />or extend the developed portion of the site any further north. The proposed addition will <br />match the existing building in terms of color and materials. This proposal site is within a <br />General Retail Business zoning classification as set forth in 1139.01 (d) (1). In this <br />section, vehicle repair establishments are permitted as a conditional use subject to the <br />requirements of Chapter 1118.03. Consistent with 1118.03, the Planning Commission <br />reviewed the proposal and issued findings after review of 1118.03 (a through f). The <br />commission was required to review the proposal in light of that section. There was some <br />confusion where the Planning Commission had voted the matter out and sent it to the <br />BZD for the September 12 meeting. Another BZD meeting was held on September 19. <br />At that point, it was then sent back to Planning Commission so that the Planning <br />Commission could issue the findings which it was required to do under 1118.03. The <br />main focus of discussion, despite that there are sections a through f in 1118.03, has been <br />c.
