Council Minutes of 10/4/2005 <br />Road, landscaping and possible vibration damage to homes as the land in the construction <br />area is mostly rock. The Planning Director and the committee may hold a meeting in the <br />near future to determine the design and color of the noise walls once all the comment <br />forms are returned. <br />Councilman Miller noted that he had recommended to the residents that they take <br />pictures of their property in case the completed roadway has a negative impact on their <br />property values. The photographs would be helpful for a tax appeal process. Also, he <br />suggested the residents take pictures of the foundations of their homes in case of damage <br />such as cracks which might result from the construction. <br />Councilman Miller, chairperson of the Public Safety, Health & Welfare Committee: 1) <br />The Safety Committee met on September 27. Agenda items were as follows: <br />• Liquor permit for Target Corporation, a C1, C2 permit which is carry out of beer <br />and wine and spirituous liquors. This issue was continued from a previous <br />meeting as some Council members wished to confer with the Law Dept. regarding <br />the basis for objection. There was a concern that other nearby businesses may <br />also want to have such a permit, and the question was whether that could be the <br />basis for an objection. The Law Dept. provided a very thorough explanation on <br />that issue. Based on that explanation, the committee made a recommendation to <br />Council to not object to the Cl, C2 liquor permit for Target Corporation. <br />Councilman Miller moved that Council not object to the C1, C2 liquor permit for <br />Target Corp., 24646 Brookpark Road. The motion was seconded by Councilman <br />Ryan and passed unanimously. <br />• Police staffing. In the previous annual budgets, Council appropriated funding for <br />an additional officer who had not been replaced from approximately two years <br />ago. The Safety Director was questioned as to why he had decided not to appoint <br />an officer after the interviews and background checks had been completed. The <br />Safety Director indicated that, after discussion with the Mayor, he made the <br />decision not to follow through with the appointment of the officer. The concern is <br />that the Highway Patrol only offers the academy at distant intervals based on their <br />own needs to staff their department as well as other municipalities. There had <br />been a policy in the past to begin the staffing process so that an experienced <br />officer would be at the ready when an officer retired. Not only is the city unable <br />to accomplish the step of replacing the officer who retired a couple of years ago, <br />but we have also lost the advantage of replacing the next officer. The next <br />Highway Patrol academy will not take place until March. The Police Chief has <br />indicated there may be between two and six officers who would be eligible to <br />retire in 2006. The indications are, if all of those people who are eligible actually <br />do retire in 2006, some programs may actually have to be cut and possibly the <br />DARE officers, the school officers, Community Policing may all be at jeopardy. <br />The Chief has indicated to the Civil Service Commission that they should be <br />prepared to test from officer on up to Lieutenant. The committee engaged in a <br />lengthy discussion as to where the money is that had been appropriated for the <br />officer, and what should be done from here.
