Council Minutes of 10/4/2005 <br />offense code cases; 109 pleas were taken and there were 2 trials with one conviction and <br />1 acquittal. <br />Finance Director Copfer: 1) Last week, a NOCOP Board of Trustees meeting was held. <br />On Thursday, NOCOP moved out of Old Town Hall and into the Butternut Ridge Road <br />property. Don Copeland, the Executive Director of NOCOP, has resigned as he has <br />accepted an interim position as the Executive Director of the county agency that is <br />handling the entire senior and disabled transportation initiative. Regarding NOCOP, it <br />had been anticipated to merge into F.I.R.S.T. within a year or two. That is now being <br />considered to be fast tracked to the end of June. They have to apply for the 5013C, which <br />does take some time. By then, we will know how it is working out although and we <br />believe it is very well organized and that it will work in the same model of NOCOP. We <br />believe it will be very successful, and the goal is to move NOCOP into F.LR.S.T. <br />2) The Finance 101 Committee-of-the-Whole meeting was held last week and went well. <br />Information covered included the CAFR reporting, city appropriations and the general <br />ledger. The attendees received a better overview of how the system is set up and what <br />the end result is required to be. <br />3) The annual information filing for 2004 was filed last week. This year was the first year <br />that it had to be filed electronically only in one location. <br />4) The August 2005 monthly financial statements were distributed today. <br />5) Along with Assistant Finance Director Bruxvoort, attended the Ohio Society of CPA's <br />annual accounting show. Some of the highlights included information on the commercial <br />activity tax, the big tax reform that occurred in taking away the net profits returns and <br />restructuring the state tax process which does come to us through local government <br />funding and others. Information was also provided about the personal property tax <br />phase-out. <br />President Kennedy: 1) The Committee-of--the-Whole met on Wednesday, September 28, <br />for a class in "Finance 101." In addition to himself, attending were Councilmen Tallon, <br />Barker, and Orlowski. Finance Director Copfer did a great job in presenting the <br />information, and all who attended learned quite a bit. <br />Councilman Nashar, chairperson of the Streets & Transportation Committee: 1) The <br />Streets & Transportation Committee held a public meeting on September 26 on the <br />Crocker/Steams project. Present were committee members Orlowski and Nashar; <br />Council members Gareau, Barker and Miller; Mayor O'Grady, Law Director Dubelko, <br />Planning Director Wenger, City Engineer Durbin, Service Director Driscoll, Safety <br />Director Limpert; representatives from the County Engineer's office Brian Driscoll, <br />Jamal Hasani and Mathew Wahl. Also attending were area residents who wished to <br />address the Crocker/Steams Road noise wall. The noise wall is to be part of the roadway <br />construction project. At this meeting, residents were invited to address questions <br />pertaining to the design and the color of the proposed wall. Residents were shown design <br />and color charts. The Planning Director distributed forms so that the residents could <br />select a color and design, and they were asked to return the forms within 7 to 10 days. <br />Other issues which were addressed including concerns about hazardous material traveling <br />through on Crocker/Stearns Road, the speed limit, access streets off of Crocker/Steams <br />6 <br />
