Council Minutes of 10/4/Z005 <br />remind them that we want to keep this thing going, and it's important to us. He believes <br />in taking the "good neighbor" approach. <br />Councilman Miller asked Service Director Driscoll whether the weir in the Ehle ditch <br />would be removed. Mr. Driscoll said that project would require the advice of a certified <br />engineer. He does see where it definitely would have benefits to North Olmsted <br />residents, but he is sure it was put there for a purpose. Mayor O'Grady commented that <br />he specifically addressed this issue with Mayor Clough. The removal of that weir would <br />benefit the City of North Olmsted, but it also would benefit Westlake residents who live <br />in that area and who had flooding on August 28. He asked Mayor Clough to take a look <br />at the engineering that said this was the right way to do things because it doesn't make a <br />lot of sense to him. Councilman Miller said he felt the EPA would certainly have <br />something to say about blocking water in one city and preventing it from flowing into <br />another city, especially when you have this type of direct, immediate impact on the health <br />and welfare of the citizens of the affected community. <br />Councilman Orlowski commended Service Director Driscoll on the work the department <br />is doing on the free flowing creeks and ditches. However, he still believes the city <br />should consider atwice-annual program of snaking out and back flushing the storms <br />throughout the city. In Ward IV, he believes some of the problems where the water was <br />backing up was due to the problem with the sediment and debris that's collecting in the <br />storms. Mr. Driscoll said that was a very good suggestion. Just today he met with the <br />foremen who direct the Service storm crew and the Systems crew. A plan was devised to <br />rearrange the crews slightly to get the two jet vac trucks out on the road cleaning sewers <br />everyday. This will continue up until shift works starts. It will be continued through to <br />the main streets. We are going to pick up the pace on how we are cleaning bath sanitary <br />and storm sewers. Flushing of storm sewers in the Deerfield area will begin as early as <br />tomorrow, and sanitary sewer flushing will begin in the Pine Ridge area as early as the <br />beginning of next week. This work will be followed by televising. <br />Law Director Dubelko: 1) There has been an appeal by C & C Realty from a decision of <br />the Board of Zoning Appeals denying its request for a use variance. That was filed in <br />Common Please Court on September 2 and was assigned to Judge Strickland-Saffold. <br />(Case No. CV05571582.) <br />2) During the period of September 21 through October 4, he prepared correspondence for <br />and attended a meeting of the Board of Elections regarding a language issue relating to <br />Issue 97, the Charter change affecting the Planning Commission. The city submitted to <br />the Board of Elections a request to submit a corrected ordinance to the board. On <br />September 26, the board unanimously approved the city's request. <br />3) Attended a Board of Review meeting on September 21. <br />4) September 23, provided a letter of advice to the Mayor regarding recommendations <br />for changes in the city's policies regarding purchase orders. <br />5) Attended a directors' meeting on October 4. <br />6) Prosecutor's report summary: There were 252 cases handled by the City Prosecutor in <br />the month of September. Of those, 178 were traffic code offenses and 74 were general <br /> <br />5 <br />
