Council Minutes of 10/4/2005 <br />Sandra Kopoto of the Ohio EPA agreed that January 1, 2006 would be a <br />reasonable deadline for the city to contract with a consultant to prepare and submit our <br />plan of study for our sanitary sewer system. <br />In the Sandy Ridge concrete replacement program, concrete work on Sudbury Drive, <br />Bristol Lane, Fairfax Lane and Darby Lane is complete. The north side of Waterbury Circle <br />was poured on Monday. The north side of Kingston Circle is being excavated. The South <br />side of Waterbury Circle and Park Place remain. <br />In the North Park Estates concrete replacement program, Camellia Lane, Nandina <br />Drive and Azalea Lane are complete. On the north side of Gardenia Drive, the pavement and <br />drive aprons have been replaced. The south side is being excavated this week. <br />The asphalt paving program is complete with the exception of joint seal and pavement <br />markings. <br />The police station sidewalk and step replacement is scheduled to begin later this <br />week. <br />The Cleveland Water Dept. has completed their repair of all hydrants in the city. <br />Councilman Barker inquired if the cleaning of the Hall ditch would continue as there <br />remains about 10% that needs to be completed, and he inquired as to the continued <br />cooperation of Westlake. Mayor O'Grady said the coordination with Westlake <br />continues to be very good. Their cooperation on the Hall ditch was nothing short of <br />fantastic. The fact that we were able to work with them to clean out a ditch that very <br />much affects our residents is very much in our best interests. Mayor Clough has <br />committed to cleaning out the Ehle ditch which serves the west central portion of our <br />city, and it should make drainage far better for our residents in that area of town as well. <br />Service Director Driscoll explained that the reason the Hall ditch was not completely <br />cleaned the first time was Westlake's equipment had mechanical problems. They had to <br />rent a smaller piece of equipment that was not able to reach all the way across the ditch. <br />Once their equipment is repaired, they intend to clean the remainder of the ditch. We will <br />be following up with them to make sure that that happens. <br />Councilman Tallon inquired if the Hall ditch was completely in Westlake and expressed <br />concern as to whether Westlake will continue to clean their ditches that affect North <br />Olmsted. Service Director Driscoll said the Hall ditch was in Westlake. But, if you look <br />at the culvert that crosses under Clague Road right before that ditch, there is a large sewer <br />that comes from the south into that culvert and all the clogging up in that ditch creates <br />siltation to continue to collect back into the pipe that directly conveys flow only from <br />North Olmsted residents. So, by the two cities working together to get that cleaned out, <br />the crews were also able to pop open the manhole covers and flush out a considerable <br />amount of dirt that was silted into the bottom of those sewers. There are direct benefits <br />to our citizens in cooperating to do that cleaning. Westlake has made a commitment to <br />clean the Ehle ditch, and we are not going to let up on those things.
