Council Minutes of 9/28/2li05 <br />our third attempt to secure Issue 2 funding. The committee unanimously voted to suspend the <br />requirement for three readings and to remove the resolution from committee. <br />Councilman Tallon made a motion to amend Ordinance No. 2005-130 as submitted. The <br />motion was seconded by Councilman Miller. Roll call: Tallon, yes; Miller, yes; Nashar, yes; <br />Barker, yes; Orlowski, yes; Ryan, no; Gareau, yes. The motion passed with six yes votes and <br />one no vote. <br />AUDIENCE PARTICIPA~IQN <br />1) Dennis Lambert, 25057 Carey Lane, was surprised at the amount of debris taken out of <br />the Hall ditch and said that must translate into a lot of man hours, and we are paying to do <br />that instead of Westlake. Regarding the purchase order system, perhaps Council, as the <br />keeper of the dollar, may want to look at proposing an ordinance that requires certain <br />types of purchase order agreements to have the Mayor's signature on it so that he is <br />aware these things are happening so there are no surprises at budget time. On 2005-123 <br />regarding trash cans, he feels that Council should add restrictions as to how close a <br />garbage can is to a neighbor's house because of odors. <br />2) Sheldon Myers, 23947 Ambour Drive, has never received a response to his letter <br />regarding flooding. He asked Service Director Driscoll what qualifies as a trouble spot <br />for flooding as 26 residences on the street had flooding in one day. Regarding retention <br />basins, there is an area north of Maple Ridge, west of Clague and south of Ambour Drive, <br />for years that has been a retention basin. But last summer, one of neighbors was allowed <br />to put a pipe in that went almost to the center of this retention area. He took the pipe as <br />far as the sidewalk and the city tied it into the storm sewer. There was no trouble on <br />Ambour Drive until that pipe went in. Granted there was a heavy downfall, but that did <br />nothing but exacerbate the flooding in the basements. Service Director Driscoll said the <br />city has been out there and looked at the issue and addressed it. A pipe running into a <br />swale, until we see any reason why it shouldn't be, is a legal connection. The city has <br />been in that area cleaning sewers and addressing the neighborhood homes. There are <br />backyard drainage systems in that area and they do pose problems for us to get in there <br />and fmd access to get in and clean them. <br />3) Terry Groden, 25211 Chase Drive, after last meeting he sent an e-mail to Mr. Barker <br />which was forwarded to the Mayor. He referenced in that the city's ongoing effort to <br />help maintain the property values in city. Understands that and supports it, and he has <br />also supported school levies which are important to the community to help maintain <br />property values. Afraid if we can't come up with a viable, long-term solution to flooding <br />problem, we are going to have declining property values. People are not going to be as <br />willing to spend money on school levies because they will be using money repairing <br />damages to homes. It is imperative to come up with some kind of long-time solution. <br />The city owes that to the residents. The Mayor said he agreed. We need to protect <br />residents' investment in their homes and the administration is working in that direction. <br />We've inherited systems and infrastructure that are inadequate. When rapid building in <br />the city took place, it was done without enough controls. The result was developers built <br />® to save themselves money-not to protect households and developments they were <br />13 <br />
