Council Minutes of 9/28/2005 <br />showing us the three trouble spots in the city. He has written a letter which will go out to <br />every single resident that identified an issue. The letter explains what we have done and what <br />we will continue to do. Service Director Driscoll said one thing we will be primarily looking <br />at over the next several months are split level homes, such as those in the Deerfield area, <br />where a lot of footer tiles are connected directly to the sanitary. We are also going to look at <br />downspouts attached to the same system. Those probably can be removed immediately. <br />Councilman Miller expressed concern about the fence on the new Target property because <br />there is a gap at the bottom of the fence and it does not meet the mound. Over the years, he <br />has been concerned about the trash blowing across from Wal-Mart. This fence will stop large <br />items from blowing into the neighborhood behind the Target property, but bags and other <br />debris will go through the gap. He asked that the Building Department address this problem. <br />The fence is not going to serve the purpose of keeping debris out. It will keep some sound and <br />some lights out, but those residents are going to be flooded with the debris that they were <br />getting from Wal-Mazt and now also from the Target store. Mayor O'Grady commented that <br />he has had direct conversations with the manager of the Target store and related some of those <br />issues-disappointments we've had with neighbors across the street. The manager assured <br />him they are going to be aggressive in that regard. They intend to be good neighbors. <br />Planning Director Wenger came forwazd and said, regarding the gap in the fence, there is <br />settling that needs to occur with the mound. It could be they might lay another course once <br />the mound is settled or that they're fearful of having the fence come in contact with the mound <br />and have shifting occur. She can check out the specs of the plan and what was presented <br />versus what appears. Highway grass will be planted on the mound and that should hopefully <br />close up that gap somewhat. Councilman Miller asked that the city keep up with this issue <br />because it is a lengthy fence and quite a few neighbors aze affected by it. <br />Councilman Tallon commented on the 200 tons of debris which was removed from the Hall <br />ditch. Although Mayor O'Grady mentioned that we are getting cooperation from Westlake, <br />he does not think that the removal of 200 tons of debris by our city crews after over 100 <br />homes flooded is cooperation. It is not being a good neighbor and cooperating when we <br />supply the labor for cleaning the ditch. Westlake has the responsibility for the ditch. The EPA <br />has laws that make them maintain the flow of water, and they cannot obstruct the flow of the <br />water. He feels Westlake should be told in no uncertain terms that, if they decide to do this <br />again, we will have no alternative but to get the EPA involved. Mayor O'Grady said we do <br />have an expectation that Westlake will maintain their ditches. In the past, their attitude has <br />been, if they block up the water coming out of North Olmsted, then there is less water they <br />have to deal with in Westlake. That attitude has changed, and there is more cooperation. But <br />he is still going to take our crews aril go in there and haul that sediment out because we need <br />to do something to protect the northeast section of town, especially Deerfield which was so <br />hard hit. He does agree with what Mr. Tallon said, and we do want Westlake to do more. <br />Currently, we aze in discussions with them regarding the Ehle ditch. Councilman Tallon <br />reiterated his disappointment in the level of cooperation from Westlake and felt we should put <br />some pressure on the fact that we aze not going to stand for this situation any more. <br />Councilman Ryan made two requests of the Mayor: 1) Make use of our local television <br />station and share with the residents what we are trying to accomplish regazding the flooding. <br />4 <br />
