Council Minutes of 9/28/2005 <br />• Planning Department: <br />The annual Ohio Planning Conference will be held in Cleveland this year from <br />September 28 through 30. The Planning Director has been on the OPC committee <br />serving over the past months to organize the state-wide event. Members of the city's <br />Planning Commission will be attending one or two-day seminars on a variety of planning <br />topics that are current in Ohio. <br />• Safety Department: <br />At Springvale, fall play remains strong but not above forecast for the first half of <br />the month. There are several good outings booked for the second half of September, and <br />we expect the month to meet plan at this point in time. <br />The Recreation Center has received a $4,200 donation from the Hockey Club for <br />compressor repair. Thanks to the Hockey Club. <br />Bids were opened and the radio portion of the FEMA Grant was awarded for the <br />Fire Department. <br />• Service Department <br />Sandy Ridge concrete replacement program--concrete work on Sudbury Drive, <br />Bristol Lane, and Fairfax is complete. Darby Lane is 75% complete and south half of <br />Westbury is paved. Pazk Piace and the other half of Westbury are scheduled to begin this <br />week. <br />North Park Estates concrete replacement program-concrete work on Camellia Lane <br />and Nandina Drive is complete. Azalea is complete with the exception of Oring Road. The <br />north side of Gazdenia Drive will be paved this week. <br />The asphalt paving program is complete with the exception of joint seal and pavement <br />markings. <br />Councilman Bazker asked the Mayor if a pattern was emerging or have any hotspots within <br />the city been identified with the data gathered regarding the flooding from August 20. Mayor <br />O'Grady answered that the outreach to residents has proven to be useful. Although flooding <br />went from one end of the city to the other just like it did in all the cities along I-480 in <br />Cuyahoga County and I-90 in Lorain County, there were three general areas in our city which <br />have been identified. Service Director Driscoll came forward and said we have a very <br />comprehensive map with every parcel mazked, which storm, which sanitary sewer was <br />affected. Areas in Wazd II-Dawn, Deerfield, Chase, Doe--received a substantial amount of <br />flooding. He expects that area to be helped by the work done on the Hall ditch. Another azea <br />identified includes Blossom, Sanders, Driscoll, Hyannis Port, Carsten, Williamstown. Those <br />aze streets that storm water drains to the Ehle ditch. He is hoping to meet with Westlake <br />administrators within the next several days to discuss the ditch and how we can help get the <br />water flow heading out of that area a little bit better. Another azea is Stearns Road south of <br />Lorain. Those aze three basic azeas where most of the problems occur, and we are <br />concentrating most of our efforts to finding resolurions to problems in those three areas. <br />Councilman Nashar asked whether people who had sanitary backups on August 20 have been <br />contacted. Mayor O'Grady answered that the people who called in were added into a data <br />base. The city has responded to residents on a complaint basis and in reaction to data gathered <br />3 <br />
