It was felt that, given the close estimate of costs of both <br />building the new station and the cost of this particulaz piece of equipment, it would be <br />best to hold off the purchase of this equipment at this time. The committee voted 2-0 <br />to recommend to Council to table Resolution 2005-139 with the understanding that <br />this will come back at a more appropriate time. Another issue that needed to be <br />resolved was this piece of equipment will replace an existing piece of equipment at <br />Fire Station 1, and funds for Fire Station 2 cannot be used in that way. The Fire Dept. <br />needs to reassess and reassign their equipment so, if this is to go through, it would be <br />appropriate to spend those funds from that levy fund in its entirety. This is on the <br />agenda tonight to be tabled. <br />2) This evening, September 20, 2005, the Safety Committee met, and all members were <br />present. A request for a C1, C2 liquor license was requested by Tazget, 24646 Brookpazk <br />Road, which is carryout of beer, wine and various other prepackaged spirituous liquors. There <br />was a brief discussion as to the concept of selling alcohol out of the Target store, that it was <br />perhaps something Council had not anticipated. The committee chose to hold this issue to be <br />reviewed at another committee meeting. <br />Councilman Gareau, chairperson of the Building, Zoning and Development Committee: 1) <br />The committee met on Monday, September 12, 2005. The following agenda items were <br />discussed: <br />• Value City Furniture, 4700 Great Northern Boulevard. This proposal consists of <br />exterior modifications to what was the former Dick's Sporting Goods in Olmsted <br />Plaza to accommodate a new tenant, Value City Furniture. Changes in the facade <br />will include modifications to the front fagade, the addition of a reaz customer pick- <br />up azea and the raising of a loading azea in the rear of the building as well. Three <br />lazge azeas of glass will be added to the fagade with the center glass portion taller <br />to accentuate the entry. The split-face block currently on the building will be <br />replaced with a brick and EIFS finished. The city boards/commissions had <br />requested that the applicant consider a design scenario in which the block could <br />possibly be preserved. However, they concluded the design of the block and EIFS <br />version was superior to the original block version as it appears. in particular, there <br />was an objection raised with respect to painting the block and it was felt that <br />additional block installed from the ground to a height that would surpass the height <br />of the side man doors enhanced the proposal in general. The applicant made other <br />design changes at the request of the boards/commissions, including selecting a <br />more contrasting color of brick and painting two store front exit doors to match the <br />brick. On the site, they also added soft accent lighting to the vertical brick piers <br />and added irrigated planter areas to the front of the building as well as bike racks. <br />Regazding other site improvements planned in conjunction with the proposal, the <br />land owners indicated that significant improvements to the entire plaza will be <br />proposed in the coming months. The committee felt this was extremely important. <br />This particulaz plaza, located on the west side of Great Northern Blvd., is kirni of <br />dated and hasn't been brought up-to-date in quite some time. They have <br />addressed certain issues in a piecemeal fashion. The committee and <br />boards/commission felt that it was important to see an overall renovation of the <br />9 <br />
