Council Minutes of 9/28/2005 <br />plaza as opposed to a piecemeal approach which has been taking place. That <br />should be forthcoming with respect to landscaping and parking reconfiguration <br />and even new signage. Fencing behind the plaza has already been repaired and <br />will be painted. In order to insure that site improvements are made, the Planning <br />Commission tied Value City's occupancy pernut to the submission of plans for the <br />general site. The committee recommended by a vote of 3-0 to approve the Value <br />City Furniture submission from the Planning Commission. Councilman Gareau <br />moved that Council approve the proposal of Value City Furniture subject to the <br />recommendations of the various boards and commissions. The motion was <br />seconded by Councilman Barker, and the motion passed unanimously. <br />~ Arbor Woods subdivision on Stearns Road. The proposal consists of creating 12 <br />single family homes on a cul-de-sac on the east side of Stearns Road, south of the <br />I-480 interchange. The zoning is currently Single Residence B, and the <br />subdivision conforms to the lot size requirements of the district. Subdivision <br />regulations require that cul-de-sacs be no longer than 500 feet. The Planning <br />Commission recommended approval of a cul-de-sac which is approximately 680 <br />feet. The Fire Degt. was consulted and had no safety or access concerns regarding <br />the cul-de-sac length or any other aspect of the proposal. The Planning <br />Commission required the applicant to provide sidewalks all the way around the <br />development, including both sides of the entrance drive. Footprints of homes with <br />attached garages have been shown to demonstrate how the units may be <br />constructed and how they would configure on the lot in order to meet code <br />requirements. Significant discussion was had by the Planning Commission, before <br />referral to BZD, in regard to drainage and the desirability of the proposed above <br />ground detention system versus underground storage. The detention basins have <br />been modified from original plans in order to spread the impact of the basin areas. <br />The edge of the detention basin has shifted so that there is about 25 feet between <br />the basin and ditch as recommended by the City Engineer. The shift has been <br />accomplished without moving the detention azeas closer to the building envelopes <br />of the four impacted lots. The applicant went so far as to provide a tree survey, <br />because that is a mature tree growth area, with the approximate number of trees to <br />be saved and preserved and those trees to be removed by tree species and general <br />location. Evergreen buffering and mounding has been proposed where the <br />adjacent home to the north would most be impacted. The Planning Commission <br />had requested, but could not require, the applicant to work with property owners <br />across the street from the proposed development in order to install landscaping to <br />shield lights. He felt that was going too far. The Building, Zoning and <br />Development Committee by a vote of 3-0 recommended approval of the Arbor <br />Woods subdivision on Stearns Road, including the recommendations of the <br />various boards and commissions. Councilman Gareau moved that Council <br />approve the Arbor Woods subdivision subject to the recommendations of all city <br />boards and commissions. The motion was seconded by Councilman Ryan. Roll <br />call: Gareau, yes; Ryan, yes; Nashaz, yes; Bazker, yes; Miller, yes; Orlowski, yes; <br />Tallon, no. The motion passed with six yes votes and one no vote. <br />• Suburban Collision Center, 26618 Brookpazk Road Extension.
